Strong development in vocational training for rural laborers

In the past time, Dong Nai Department of Labors, War Invalids and Social Affairs deployed the project on “Vocational training for laborers in rural areas until 2010”. The project has been implemented under the Decision No. 1956/QD-TTg of the State President, Direction No.03-CT/TU of the provincial Party Committee and Decision No. 25777/2010/QD-UBND of the provincial People’s Committee. It aims at providing skills for the workforce and support rural laborers to find suitable jobs in the context of shifting the labor structure from agriculture to industry and services, satisfying the target of the province’s sustainable development in the upcoming time.

* Breakthrough in job opportunities for rural laborers

Dinh Quan vocational training center is one of the establishments training a large number of rural laborers. The Center’s Director Ngo Phan Anh Tuan said the need to focus on short-term vocational training for laborers in agricultural, ethnic minority areas and Tri An reservoir as well as introducing suitable jobs to them. In the past years, the Center has always provided 4-5 short-term courses on motorbike repair, animal breeding and veterinary, and rattan-bamboo knitting, etc. for rural laborers. In fact, hundreds of rural laborers are ethnic residents in rural areas, who were provided with vocational training courses and have had stable jobs. The center has also offered vocational training to those who gave up drug addiction so that they could easily re-integrate into the community.

The vocational secondary school in the area of Long Thanh-Nhon Trach attracted a large number of laborers in the rural areas of Long Thanh and Nhon Trach. Rector Le Duc Anh stated that in addition to surveying the demands of long-term vocational training in the domestic labor market, the school has been effectively providing short-term vocational training courses for rural laborers. The school has 8-10 short-term courses for rural laborers each year and after these course ended, there are about 70% of trainees finding their right jobs. Besides, the school also plans to offer free vocational training courses to those who are disabled people, victims of Agent Orange and social policy beneficiaries. The first free course with 14 trainees of informatics is expected to finish next November. These trainees will be offered jobs by some establishments in Long Thanh town after their graduation. The school gained the approval to provide vocational training courses for the local residents whose cultivated land was revoked with the project on Long Thanh international airport.

According to the reports of vocational training centers in the province, by early September, 2010, the province has provided vocational training for about 4,000 rural laborers with a total cost of over VND4 billion. Of which VND700 million is taken from the state budget and the remaining comes from the local budget. As a result, more than 70% of trainees finding jobs which are suitable with their major after vocational training.

However, the process of vocational training for rural laborers during the past time still faces a lot of difficulties including lack of expense, facilities and professional teachers which influence on the training quality. Therefore, the implementation of the project will create a legal corridor for vocational training centers and schools in the province to provide vocational training for rural laborers in the upcoming time.

·        Striving to provide vocational training for 17,000 rural laborers each year

The project aims at annually offering vocational training to about 17,000 rural laborers and fostering about 1,000 turns of commune-level officials and public employees; enhancing vocational training quality to raise the incomes of rural laborers and enhance labor and economic restructuring towards rural industrialization and modernization until 2010; and building a qualified team of public employees to well perform these duties.

From now till 2020, the province strives to provide vocational training for about 176,000 rural laborers. As for in 2010 alone, the province targets to train 6,000 rural laborers, and 4,000 ones received vocational training. In the fourth quarter of 2010, the province will continue to train additional 2,000 rural laborers with a total cost of VND6 billion. It expects to bring the number of laborers who get jobs after being trained to 80%, of which 36% in the agricultural sector and 60% in non-agriculture sector, and 4% will be fostered or re-trained. In the 2011-2015 period, the province will train 85,000 laborers with an 85% rate of laborers finding jobs after vocational training, of which 30% in agricultural sector, 63% in non-agricultural sector, and 7% will be fostered.

 

Priority will be given to short-term vocational training courses for rural laborers

 

In the 2016-2010 period, the project has set a target to train 85,000 rural laborers, bringing the number of laborers who get jobs after being trained to 90%, of which 23% in agricultural sector, 68% in non-agricultural sector, and the remaining will be fostered. At the same time, it will train more than 6,000 commune-level public employees.

The provincial People’s Committee asks relevant Departments and agencies in districts, Long Khanh Town and Bien Hoa City to raise the awareness of officials and public employees at all levels and social organizations of the role of vocational training and job creation for rural laborers, and to help rural laborers increase their living standard, contributing to boosting socio-economic development.
