Party Committee of People, Government and Party Leads to Fulfill the Tasks

    As political and idea education were seriously implemented, the ratio of cadres and communist party members who frequently attend resolution courses reached over 98%. Especially, the mobilization program entitled “Learning and following Ho Chi Minh’s moral examples in the Party units performed efficiently and got deeper and deeper.

    Party building and correcting are cared about. Analyses of quality the members and party unit were strictly carried out annually in accordance with unhidden police of the Party.

    As the political nuclear in building and implementing political tasks, inferior party committees always work with leaders of bodies and unit to build up resolution and seek for best measures to carry it out. Therefore, over the last two years and a half, the party committee led to fulfill tasks for which many units and individuals were awarded. for example, the department of science and technology won five golden cup and one certificate of merit, and was considered one of ten excellent bodies with individuals won the best CIO Indochina Prize and ADOC prize in Taiwan (in 2005). The provincial judiciary has adopted procedure of ISO 9001:2000 that led to better treatment of cases and complaints.

    The party units in bodies in cooperation with the leaders under the guide of standing committees set up programs and projects on human source development of collective economy, encouraged public contribution to worker housing projects and Nhon Trach new town zone development. The committee of the front and organizations always investigated and protected working people’s rights and benefits. With these achievements, the party committee had great contribution to all outcome of provincial party committee.

    However certain difficulties shortcomings were frankly pointed out at the conference. For instance, the committee went deeply into its inferior units’ performance to offer timely assistance and the result of the mobilization program “Learning and following Ho Chi Minh’s moral example” seemed not so good as expected. Method of leadership was old-fashioned and inactive. Some inferior committee responsibilities could not be fulfilled and some did not run working mechanism properly and so on.

    For successful achievement of the target in the last two years and a half of the period VI, Mr. Le Hong Phuong, Vice secretary of  standing party committee stressed at the midterm conference: “the supreme task is Party building. In particular, the committee has to lead to fulfill assigned political tasks and unblemished and strong unit building. All the committee and people should to follow concentration democracy mechanism and frequent criticism and self-criticism as habits. The supplementary and professional training courses should regularly held for cadres and party members. The hash war against corruption, irresponsibility and uncooperativeness, and against discipline violations should be continued. The party building has to be attached to reform of administrative procedures reality of each body and unit. The committees of all levels continue head the socio political organizations  to fulfill their tasks and enhance the movements of cadres with royalty, patience and creativity in work and life”
