In a report by People’s Committee and the performance of People’s Committee, in the period of 2008-2010, the total investment in infrastructural facilities for Champa residents are up to VND 3.3 billion used for the installation of pure water systems for above 300 households, investing in repairing traffic system, building culture house. The total investment sum for manufacturing development, supporting 83 households to expand their husbandry due to the lack of land, and opening classes to encourage the residents to learn production know-how.
Education and training also draw attention from authority at all levels so that intellectual aspect of residents is rising more and more. Together with the investment in the infrastructure, and the development of manufacture and education, the people’s health care is concerned as well. The annual health check-up, medicine donation and insurance cards are also offered. Public health programs of environmental and food hygiene, malaria prevention, and acceptable sanitary latrines are carried out and strongly applauded by the fellowmen.
Mr. Cham fovsos, a Champa resident, said: “our Champa residents are very pleased and graceful to the Communist Party and Government for their consideration and care for our people to have adequate houses, streets and electricity”. It is known that during the implementation of the proposal No. 64, the rate of poor Champa households has reduced from 48% down to 28.63%.
Nevertheless, since knowledge and customs are binding on study and approaches to technological and scientific advances into production, Champa’s lives are still difficult. The rate of poverty is still high, not gaining the proposal’s target (the expected rate of poverty reduction is 20%). Mr. Dien Bao, Head of Ethnicity, said that Champa people are still thinking about living on national supports, which causes them to make slow developments in many aspects. As a result, to help the Champa people to really overcome their poverty, besides support policies, it is a better idea to educate and train them to raise their awareness of their own efforts in eradicating poverty.
