Over the years, Dong Nai has spent lots of resources, attracting investment in clean water. As a result, 83% of households have access to clean water. However, if calculating the percentage of households using tap water alone, it is still very modest.
Investing in clean water infrastructure at Hoa Binh Ward, Bien Hoa City
The province's goal is to quickly have clean water for everyone to use to ensure health.
Many cities are still lack clean water
By the end of the first quarter of 2023, the percentage of households in urban areas in the province using clean water reached nearly 84%. This number is concentrated in a few urban areas, many of which are still lack infrastructure and clean water.
Long Giao town (Cam My District) is the urban with the lowest percentage of households using clean water. Mr. Le Van Tuong, Deputy Chairman of the People's Committee of Cam My district said that the district had not been able to invite investors for clean water for many years until 2021. Up to now, about 500 households in Long Giao town have supplied with clean water, reaches about 9% of the population.
In Trang Bom town (Trang Bom District), although there has been a clean water pipe for many years, the percentage of households receiving clean water has only reached more than 40%. The reason according to the locality is that many new roads only have clean water on one side; in alleys, residential areas where clean water supply pipes have not yet arrived.
In Bien Hoa City, about 101,000 people have not been provided with clean water. In which, in Tam Phuoc Ward, the percentage of households using clean water is 7% of the population, Long Hung commune reaches 55% of the population...
Mr. Do Khoi Nguyen, Chairman of the People's Committee of Bien Hoa City said that the city had 3 wards and communes where the percentage of households using clean water was lower than the target resolution of the Provincial Party Committee. In the early 2023, the city had worked with Dong Nai Water Supply Joint Stock Company on a plan to supply water to people. In the coming time, the company would invest in 2 water supply projects for Phuoc Tan and Tam Phuoc wards. As for Long Hung commune, because the zoning plan had not been approved, the city proposed to make a temporary water supply project so that people could have clean water soon.
Currently, the average urban water supply rate in the whole province was close to the target of the Resolution of the Provincial Party Committee for the term 2021-2025. But in many urban areas, that rate was still low. In order to increase the percentage of urban households receiving clean water, it was necessary to invest in water supply projects and distribution pipelines.
Director of the Department of Construction Ho Van Ha said that the Department had worked with water supply localities and units on the plan to develop clean water for urban areas. Gia Tan Water Supply Joint Stock Company would invest in clean water supply projects and works for people in 2 towns of Long Giao and Dau Giay. The remaining 9 urbans (including 7 towns and 2 cities), Dong Nai Water Supply Joint Stock Company and its affiliated companies were responsible for implementation. Units that failled to comply with the provincial plan will be dealt with.

Lack of clean water for rural areas
Clean water is an urgent problem for many rural people. Because groundwater is declining in both volume and quality, people's demand for clean water is increasing day by day.
Mr. Nguyen Hong Phuc, Phuoc Thien commune (Nhon Trach district) said, at the area of Cho hamlet, the underground water pumped up had a bad smell of oil. He and many households wanted to switch to using tap water, but the cost of the pipeline was too high (about 10 million VND/household). Mr. Phuc suggested the State to support in the form of the State and the people working together so that people could reduce their burden and used clean water soon.
Sharing about this issue, Mr. Pham Dinh Khanh, Xuan Tay commune (Cam My district) said that in 4 communes: Xuan Dong, Xuan Tay, Lam San, and Song Ray, groundwater was very scarce in the dry season. This family had to use water from the other familes. People had heard that there would be a project to supply clean water to 4 communes but so far it had not been implemented.
Contrary to the urgency of the people, the rural water supply works only operate at about 48% of their designed capacity due to the unstable quality of the water supply, many of which do not have treatment equipment.
Vice Chairman of the Provincial People's Committee Vo Van Phi said that over the past time, the provincial budget had invested nearly 2 trillion VND for more than 80 rural clean water projects. As a result, the percentage of people using clean water was quite high, about 83%. However, rural clean water works operated at less than 50% capacity, which was a waste of resources. The Provincial People's Committee asked the Department of Agriculture and Rural Development to review and evaluate the overall works to have a suitable treatment plan.
The province's priority solution then was to expand the connection to bring tap water to rural areas. Only new invested in a number of rural water supply projects for remote areas where tap water could not reach; upgraded works for efficient exploitation.
Member of the Standing Committee of the Provincial Party Committee, Chairman of Provincial People's Council Thai Bao at the meeting with voters on clean water on last May 17, said that clean water was very important to people's lives and health. The goal of the province was not only 85% or 90%, but everyone had access to clean water. The Provincial People's Committee needed to develop a strategy to exploit and use water resources efficiently. Besides, allocating budget for liquidation or upgrading of existing rural water supply works. Businesses had responsibility to work with the province to increase the percentage of people using clean water.
