After the Central Secretary Committee’s Instruction no. 40 and the provincial Party Committee’s Circular no. 39 have been implemented for five years, Dong Nai Department of Education and Training has achieved positive results. Particularly, the Department has set up and carried out the project on the quality improvement of its teachers and education managers until 2010: doing the planning, making training plans, running re-training and refresher courses and ensuring a sufficient team of teachers and education managers who is available, has a synchronous structure, is qualified and has qualities satisfying practical requirements. Up to now, there have been 31,470 educational officers, teachers and educational staffs in educational sector. Over the past 5 years, there have been more 3,743 new teachers at all school levels (including 2,175 pre-school teachers, 129 primary school teachers, 738 junior high school teachers and 701 high school teachers). More than 10,000 teachers have received re-training and refresher courses which help improve their quality standard. Until now, there have been 6,322 members of the Party in educational sector (accounting for 21.58%) and 519 out of 761 schools have their own Party detachments.

However, the President of the Department of Education and Training –Le Minh Hoang – acknowledged that the quality of pre-school teachers has been raised but things haven’t been able to be done synchronously. The rate of pre-school and family kindergarten teachers hasn’t been able to reach the required standard (714 out of 1,745 teachers fail to meet the quality standard). There has been a profound lack of junior high school and high school teachers who teach such subjects as Mathematics, Computer Science, English, Technology, Music and fine arts. Besides, the number of above-standard teachers of high schools and vocational schools is still low and there has been an imbalance in the structure of teachers who teach all subjects and school levels.
