(News Portal – Dong Nai) - This is the requirement set forth by the Provincial People's Committee in Plan No. 395 regarding the implementation of Resolution No. 14-NQ/TU dated April 22, 2024, issued by the Executive Committee of the 11th Provincial Party Congress, aimed at advancing compensation, land clearance, and support, as well as resettlement efforts within the province.

Raising Awareness, Responsibility, and Action
The issuance of the plan aims to execute the tasks assigned under Resolution No. 14-NQ/TU dated April 22, 2024, of the Provincial Party Executive Committee, concretizing the responsibilities of each department, agency, locality, and related units in implementing the contents as per their designated functions and authorities. This contributes to expediting the progress of compensation tasks for projects in the province. It also seeks to enhance the awareness, responsibility, and actions of all levels, sectors, and society as a whole in carrying out compensation, land clearance, and resettlement efforts within the province.
Additionally, the plan reaffirms the position, role, and importance of leadership, management, and promoting compensation, land clearance, and resettlement efforts in driving the socio-economic development of the province. It calls for the mobilization of the collective power of the entire political system, agencies, organizations, and individuals to collaborate and resolve challenges encountered during the implementation of compensation, land clearance, and resettlement tasks effectively. The ultimate goal is to achieve the objectives set by the Resolution: ensuring that individuals whose land is acquired for projects experience living conditions and livelihoods that are equal to or better than their previous circumstances, while maintaining political security, public order, and safety, and fostering socio-economic development.
Based on the viewpoints, principles, objectives, and primary tasks and solutions outlined in Resolution No. 14-NQ/TU dated April 22, 2024, of the 11th Provincial Party Executive Committee, the Provincial People's Committee has identified key responsibilities for various departments, sectors, and localities to ensure the successful realization of the Resolution's goals.
The Provincial People's Committee emphasized that departments, sectors, and the People's Committees of districts, Long Khanh City, and Bien Hoa City must fulfill their assigned tasks and organize the implementation of related work for their units and localities. This task is deemed crucial and serves as a criterion for evaluating the performance of each unit and locality. Semi-annual and annual progress reports must be submitted to the Department of Natural Resources and Environment for consolidation and reporting to the Provincial People's Committee.
Key Responsibilities
Within this framework, the Provincial People's Committee requires the Department of Natural Resources and Environment to provide advice on developing and issuing detailed regulations on compensation, support, and resettlement in accordance with the Land Law 2024 and related decrees, which delegate authority to provincial-level People's Committees. This task is to be completed within 2024. The department is also tasked with advising on the formulation, adjustment, and supplementation of annual land price tables in Dong Nai Province, as well as extending the land price table for the 2020-2024 period until December 31, 2025, as stipulated by the Land Law 2024. This task must be carried out annually. Furthermore, the department is to propose measures for the Provincial People's Committee to address issues beyond the jurisdiction of district-level authorities, as outlined in Clause 4, Article 86 of the Land Law 2024. This task is to be performed regularly on a case-by-case basis.
The department is directed to coordinate with the Department of Finance, the Department of Construction, the Provincial Inspectorate, and other related departments and sectors to inspect the implementation of compensation, support, and resettlement efforts in localities. Prompt advice should be provided to the Provincial People's Committee to address shortcomings and issues in these localities. This task is to be carried out annually. Additionally, the department must collaborate with related departments and units to advise the Party Caucus Committee of the Provincial People's Committee in reporting to the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee on mid-term and final evaluations of the Resolution's implementation results. The timing for mid-term evaluations is set for every two to five years, with final evaluations conducted under the directives of the Provincial Party Committee.
