Increasing the development momentum for the economic quadrilateral in the Southeast region

​According to the Report on the National Master Plan for the period of 2021 - 2030, with a vision to 2050, submitted to the National Assembly by the Ministry of Planning and Investment at the 2nd Extraordinary Session of the 15th National Assembly, the economic "quad" of the Eastern Region. The South consisting of 4 localities Ho Chi Minh City, Dong Nai, Binh Duong and Ba Ria - Vung Tau will be the southern dynamic region, one of the four national dynamic regions.

The "nucleus" of development of the leading economic region of the country
According to the Report on the National Master Plan for the period of 2021 - 2030, with a vision to 2050, presented to the National Assembly by the Minister of Planning and Investment Nguyen Chi Dung , development orientation of national dynamic zones, clearly defined economic corridors. That is the development of important national growth dynamics and poles to form the locomotives leading the development of the country. Forming and developing economic corridors along the North - South axis, East - West economic corridors, coastal economic belts, industrial - urban - service belts in dynamic regions, large urban areas.
In particular, for the development of national dynamic zones, on the basis of current key economic zones, some areas with the most favorable conditions will be selected to form national dynamic zones, including including: Northern dynamic region (Hanoi - Hai Phong - Quang Ninh); Southern dynamic region (HCMC - Binh Duong - Dong Nai - Ba Ria-Vung Tau); dynamic zone in the central region (coastal area of Thua Thien - Hue - Da Nang - Quang Nam - Quang Ngai) and dynamic region of the Mekong River Delta.

The Southeast region has long been identified as the leading economic zone, the driving force of the whole country. With outstanding potentials and advantages, over the years, the Southeast region has achieved many important achievements in the process of socio-economic development.

Speaking thoroughly and implementing Resolution No. 24 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045, held in October By 2022, Deputy Prime Minister Le Minh Khai said that in 2020, the gross regional product (GRDP) of the Southeast region will increase by 4.9 times compared to 2005 and 2.6 times higher than that of 2010, exceeding the set target. The Southeast region has contributed 32% of the country's GDP, 44.7% of the total state budget revenue. Per capita income in 2020 is the highest in the country.

In the Southeast region, the economic "quadrilateral" of Ho Chi Minh City, Dong Nai, Binh Duong and Ba Ria - Vung Tau are the localities with the leading economic growth rates. In 2022, Ho Chi Minh City and Ba Ria - Vung Tau are 2 out of 4 localities across the country with a total budget revenue of over VND 100 trillion. Meanwhile, Dong Nai and Binh Duong are two localities with a total budget revenue of over 60 trillion VND.

Synchronous development of the transport infrastructure system
For a long time, despite being the localities with the highest economic growth rates in the country, however, according to the assessment of the economic "quadrilateral" region of the Southeast, it has not yet brought into full play its development potential. One of the main reasons is that the transport infrastructure system linking the region as well as the poles of this economic "quadrant" is weak and lacks synchronization.
According to Deputy Prime Minister Le Minh Khai, the Southeast region still has many limitations, weaknesses and difficulties and challenges. Development is not commensurate with potentials and advantages; Some important targets have not been achieved as set out. This is due to inadequate awareness of the role, position and importance of the region and regional linkages. Institutions of regional linkage are not synchronized, effective and efficient; lack of mechanisms and policies to effectively encourage and effectively mobilize resources, especially capital from outside the state budget, to invest in the construction of important and large-scale regional connecting infrastructure works and for science - technology and innovation.

From the above situation, strengthening the connection between localities in the region as well as localities in the economic "quad" of the region is considered a breakthrough solution for development in the coming time.

Currently, the project of Long Thanh International Airport, the largest airport in the country is being invested and built in Dong Nai province. With Long Thanh Airport when completed and put into operation, the economic "quad" of the Southeast region will have more conditions to accelerate development. Because, in the future, next to Tan Son Nhat Airport, Ho Chi Minh City seaport system, Ba Ria - Vung Tau seaport, and most importantly Cai Mep - Thi Vai port cluster, this economic "quadrangle" will added a new "gateway" to promote economic and social development.

With a system of airports and seaports with the leading scale of the country, localities in the economic "quadrant" of the Southeast region will have more conditions to strongly develop the already very developed industry. In addition, other economic sectors such as trade in services, logistics, and tourism of localities will also be given a foundation to accelerate development.

Besides Long Thanh Airport, a series of transport infrastructure projects are being implemented, the connection of the Southeast region in general and between the poles of the Southern economic "quadrant" is also expected to create dynamics breakout force.

Among the traffic infrastructure projects being implemented, Bien Hoa - Vung Tau expressway and Ring Road 3 - Ho Chi Minh City are the two most expected projects. These are two transport infrastructure projects that play a direct role in connecting the Southeast region in general and localities in the economic "quadrant" region in particular. According to the Resolution of the National Assembly and the Government, both these projects will be started simultaneously in June 2023 and basically completed to put into operation in 2025.

In addition, a series of other projects are also being promoted related procedures for implementation such as: Ring Road 4 - Ho Chi Minh City, Thu Thiem light railway - Long Thanh Airport, Bien Hoa railway - Vung Tau. When construction is completed, all these projects will create a synchronous transport network, full of modes to increase the development motivation for the Southeast region in general and the economic "quadrant" of Ho Chi Minh City, Dong Nai, Binh Duong, Ba Ria - Vung Tau in particular.
