Complete a Project to Release Transmission Capacity for Nhon Trach 3 and 4 Power Plants

(News Portal – Dong Nai) - Dong Nai is actively addressing challenges to complete four transmission line projects to release the capacity of the Nhon Trach 3 and 4 Power Plants, ensuring that they can soon be completed and put into operation. These power plants are national key energy projects located in the province. 

Ensuring the power generation project adheres to its timeline contributes to national energy security and minimizes resource waste.

The First Transmission Line is Nearly Complete

Nhon Trach 3 and 4 Power Plants are national key energy projects, with the largest capacity in Southern Vietnam during the 2021-2025 period. Once operational, the project has significant implications for regional energy security and the national power grid.

To release the capacity of these power plants, four projects involving substations and transmission lines are required, including: 220kV Nhon Trach Industrial Park Substation and connection lines; 220kV transmission line from Nhon Trach 3 Power Plant to My Xuan - Cat Lai; 220kV transmission line from Nhon Trach 3 Power Plant to 500kV Long Thanh Substation; 500kV transmission line from Nhon Trach 4 Power Plant to Phu My - Nha Be. These transmission lines primarily span Nhon Trach and Long Thanh districts. The implementation of the four projects has faced various difficulties, such as awaiting government approval for adjustments to Nhon Trach district's land planning, obtaining the Provincial People's Council's approval for land acquisition and land-use purpose changes, and persuading residents to hand over land.

In discussions with the Ministry of Industry and Trade during an online meeting on November 6, Deputy Chairman of the Provincial People's Committee Vo Van Phi stated that among the four projects, one has successfully persuaded residents to hand over land, with 15/15 positions constructed and cable pulling underway for power connection. This project is the 500kV transmission line from Nhon Trach 4 Power Plant to Phu My - Nha Be.

The Nhon Trach 3 and 4 Power Plants have a capacity of 1,500-1,600 MW, with a total investment of nearly $1.4 billion. Once operational, the project will supply approximately 9 billion kWh of electricity annually to the national grid.

For the remaining projects, the province has instructed Nhon Trach district to continue persuading residents to hand over land for construction, and to update land-use plans to facilitate compensation and land clearance processes.

Mr. Truong Huu Thanh, Director of the Southern Power Project Management Board, requested the Provincial People's Committee to direct Nhon Trach and Long Thanh districts to expedite land clearance compensation procedures and encourage households to reach consensus, ensuring smooth project implementation.

In Nhon Trach district, land clearance compensation procedures and specific land price approvals for the remaining three projects should be completed by November 2024. Residents should be encouraged to hand over land for pylon construction and cable pulling. Priority should be given to persuading residents to allow cable pulling for the project with 15/15 pylons constructed, aiming to connect power in Q4 2024 to release the capacity of Nhon Trach 4 Power Plant.

For Long Thanh district, land-use plans for the 500kV transmission line from Nhon Trach 3 Power Plant to the 500kV Long Thanh Substation need to be updated in the district's 2021-2030 land-use planning. Additionally, the project should be registered for land acquisition and included in the land-use plan for 2025.

Prioritizing Land Clearance for Projects

Currently, the power supply in the province is not a major concern, but delays in implementing transmission lines have caused localized overloads and shortages in some areas, affecting economic development and investment attraction in the province.

To address these issues and meet the growing demand for electricity in the region, the Southern Power Project Management Board will continue implementing and completing high-voltage power projects. The board has urged the Provincial People's Committee to focus on land clearance compensation work, particularly for the four projects releasing Nhon Trach Power Plants' capacity. For projects not completed this year, local authorities should register them for the 2025 land-use plan.

Deputy Chairman Vo Van Phi noted that as of now, the Provincial People's Council has approved the list of land acquisition projects and land-use purpose changes for 2024, including all four transmission projects for Nhon Trach 3 and 4 Power Plants. The Provincial People's Committee has instructed Nhon Trach district to finalize the necessary documents to update the land-use plan. Once the plan is approved, the district will focus on land acquisition and clearance to hand over land to investors.

During an online meeting with Dong Nai province and related units on November 6, Minister of Industry and Trade Nguyen Hong Dien emphasized that although Nhon Trach 3 and 4 Power Plants have undergone trial power generation and are expected to commence commercial operation in six months, the associated transmission projects are still delayed. This situation impacts the power supply for Southern Vietnam and the national grid, wasting investment resources if the operations are not aligned with the schedule.​

The Minister urged the province to expedite land clearance compensation to hand over land to investors for construction. He also called for resolving issues related to planning and land-use plans and directed local authorities to encourage residents to cooperate in handing over land for construction and cable pulling.
