On July 09, 2014, provincial People’s Committee issued Decision no. 2163/QD-UBND on promulgating the list the projects in industries prioritized, qualified and halted for investment attraction in the province.
Accordingly, the decision promulgates the list of projects in industries prioritized for investment attraction. In terms of industrial field, priority investment attraction is in the province’s industrial zones for projects in the following sectors: high-tech industries in the list of priority high technologies for development investment which are enclosed with Decision no. 49/2010/QD-TTg dated on 19/07/2010 by Prime Minister; support industries; new materials production, energy-saving projects and environment-friendly projects; information technology industry and hardware and software production. With regard to agriculture and food processing industry, investment stimulation is prioritized for industries such as: manufacturing of clean and environmental- friendly agricultural products with application of high technologies; production of crop and animal breeds with high productivity, superior quality to ensure food safety; and food and farming products processing. In addition, other industries are also prioritized for stimulating investment including infrastructure projects with bridges, roads, ports, drainage system, etc.; and projects in such fields as: education and training, healthcare, sports and gymnastics, tourism, etc.
The Decision promulgates the list of projects in industries qualified for investment attraction, consisting of projects in industries qualified for investment attraction in industrial zones; projects in wood and particle boards processing industry; projects in footwear and garment industry, projects producing a considerable amount of waste; projects in gas trading business; and projects in nightclub business.
The Decision promulgates the list of projects in industries halted to investment attraction including: production of paper and pulp from raw materials; processing of cassava starch; processing of rubber latex; production of basic chemicals; factory for pelt tanning & dressing, fur dressing & dyeing. Business registration certification is temporarily stopped for enterprises operating in these industries. And other industries which are not included in the list of projects halted for investment promotion will be considered for investing in industrial zones or clusters under current regulations to ensure that invested industries follow the master planning and approved EIA report of the industrial zones (clusters).
This Decision takes effect as of its signing date.
