According to the 2015 index of administrative reforms (AR) published by Ministry of Home Affair, Dong Nai province ranked the third position in AR nationwide, after Da Nang and Hai Phong, The province moved up 1 spot compared to 2014 and 40 places comparing to 2012 (the first year of AR index evaluation implementation). This achievement showed the effort of the whole politic system and helped to complete one of the ground breaking missions that Dong Nai set for their stable development.
In the past time, with the effort of the whole politic system, the missions of AR and making the democratic administration system have been implemented positively, step by step, provincial wide and gained more trust in people with the motto: “It is all for the people”.
People are happy with the services
Director of Department of Home Affair – Mr. Nguyen Van Thuoc said that according to the actual survey in each department and office, especially in which in Long Khanh town & district and Bien Hoa city; people and enterprises were quite satisfied with the officials’ services.
Mr. Phan Hy Toan – Deputy Head of One-stop-shop Office, Department of Planning and Investment (DPI), (The leading unit in provincial AR index in 2015) said that every day, one-stop-shop officials receive the average of 80-100 enterprise registration profiles. To minimize all difficulties and facilitate people and enterprises, the Department ordered to publish all the procedures at the one-stop-shop office, online at the DPI website as well as via SMS.
Mr. Doan Huu Phung, who wanted to register for his construction consulting and services enterprise, said: “Unlike in the past, nowadays, with the one-stop-shop mechanism, it is really convenient since all I have to do are filling the online form, checking for the SMS and select the profile delivery option that I want”. Ms. Thai Thi Diem – Hongchang Paper Co. Ltd was so surprise to know that the profile then could be delivered via post office; as she said the government has now facilitated people and enterprises much better with simpler and less procedures.

Deputy Director of DPI – Mr. Pham Viet Phuong said that the most chosen online public services by the enterprises were the enterprise consulting support, online profile registration, SMS notification and home delivery registration. The Department has recently updated the online public service to level 4 for those investment registrations that are listed in the Laws of Investment shall now be registered online, any question from enterprises shall be answered online and the enterprise shall be able to choose to receive the registration result either directly at the One-stop-shop Office or by home delivery.
A democratic administration system
So far, the modern one-stop-shop and inter-one-stop-shop mechanisms have been 100% implemented in Long Khanh town & district, Bien Hoa city and Departments, facilitating people doing publisc services. Not long ago, Provincial People’s Committee held the 2015 AR Index Publishing Conference which showed the serious concerns from many localities, departments about this essential mission of building a democratic administration system. In 2015, after 3 years of implementing AR index evaluation, many districts, towns, departments achieved spectacular results. Mr. Tran Van Vinh – Deputy Chairman of Provincial People’s Committee said the most important factor to have a democratic administration was the awareness of the Assembly and Government levels officials, especially the leaders. Wherever there is a leader who truly works with determination, there is a democratic administration system.
In fact, from the Jan 1st to Aug 31st of 2016; at the provincial level, there were 564,063 profiles submitted and 561,463 of which were solved on time (94.3%). The provincial financial system automatically published and kept people update with all the information they need. The rest of the profiles are still in process and before due. At the district level, there were 90.5% of profile solved on time, including 65.2% solved before due; the rest are still in process or under unforeseen circumstances. At the commune level, 95.5% of the profiles were solved on time, 86.9% of which was solved before due… Comparing to the first half of 2014, the proportions of profile submitted and solved on time increased 20-25% in all 3 levels. Some typical units that completed the mission with good results include: Department of Planning and Investment, Department of Science and Technology, Department of Industrial Zones Management, Department of Home Affair; Nhon Trach, Trang Bom, Long Thanh, Xuan Loc, Thong Nhat districts and Bien Hoa city…
The result of the current provincial AR mission had a great contribution to a democratic Government and helped the Government gain more trust from people and the enterprises. Thanks to that, the Central Party policies and undertakes are now being trusted, followed and supported by more and more people.
Deputy Chairman Tran Van Vinh highlighted: “The biggest change that the AR mission made was step by step eliminating the autocratic mechanism and adopting democratic mechanism which is more responsible and systematic. Processing the administration procedures for people and enterprise as the priority work is a breakthrough in establishing a democratic administration. That is also essential for the provincial socioeconomic and public services development”.
