On the morning of February 19, State legal counsel center and Department of Justice held the 10th anniversary summation of the State’s providing legal counsel services to the poor within the province. The anniversary was attended by Ms Huynh Thi Nga – Vice chairwoman of the provincial People’s Committee and the representatives of departments, committees, sectors, districts, towns and Bien Hoa city.

The meeting summation

    Over the past 10 years, providing legal counsel services in Dong Nai province has increasingly developed. Particularly, the number of lawsuits the center have taken and provided legal counsel for increases proportionately. There were 493 cases in 1993 and 10,848 cases in 2008. The number of cases in which the center provided legal representation increased from 3 to 100 contributing to carrying out the government’s policy on eliminating hunger and reducing poverty, expressing gratitude and maintaining social equality. Legal counsel services have become diverse. For example, on-the-spot or mobile services appear and cover all aspects: marriage – family, criminal, civil, land, civil status, household registration and so on. Thanks to this, more individuals of social backgrounds: the poor, governmentally-funded families, children, ethnic groups, the disabled, women… can use the services. However, it can be seen that the center has had a lot of difficulties and weaknesses due to a lack of budget, facilities and professional skills of the staff in remote areas. In the forthcoming time, it will keep strenghthening the organizational structures of its branches – offer regular training courses on professional skills and legal knowledge to its staff and associate members – promote inspection and assist the districts in legal counsel including equipment supplement and supply and latest legal documents.

    In the evaluation of the operations of the province’s State legal counsel center at the anniversary summation, Vice chairwoman stated that it had fulfilled its role effectively to protect the rights of people who got into exceptionally difficult situations in the society. Nevertheless, Vice chairwoman demanded: “The center should continue to be fully aware of the law on legal counsel and concerned guidelines – strengthen its machine, especially the professional skills of its staff – diversify and combine its operations with many other action programs and promote law propagation among the public – increase the quality and quantity of settled cases. In addition, it needs to cooperate with concerned departments, committees and sectors during its operation and accomplish emulating, commending and rewarding tasks”.

    On this occasion, the provincial People’s Committee offered the certificates of merit to 3 collectives and 6 individuals having outstanding achievements through their past work.
