According to the report from the Department of Agriculture and Rural Development, the entire province currently has 86 packaging facilities granted export codes to the Chinese market with a total area of nearly 264,000 m2, total packaging capacity of 7,860 tons/day. Among them, there are 39 banana packing establishments, 10 durian packing establishments, 4 mango packing establishments, 31 establishments packing mixed agricultural products... But up to now, there are only 14 packing establishments with construction permit. Through the survey, a number of packaging facilities that have issued export codes are operating but have not yet met regulations on construction, land, etc.
From 2023, the demand for exporting fresh fruit to the Chinese market has increased dramatically, especially after Vietnam signed an export protocol with China on Dong Nai province's main fresh fruit products such as bananas and durians. The number of fresh fruit packaging and processing facilities for export increased sharply. Management agencies at all levels have not promptly forecasted, updated information and directed the development. The current common challenge of localities is that land use planning has not kept up with reality, so the compliance with construction and land regulations of the above establishments is still being violated. Some packaging facilities operate seasonally or temporarily suspend their operations, causing difficulties in the review and management process.
Vice Chairman of the Provincial People's Committee Vo Van Phi emphasized that agricultural activities, especially fresh fruit products, have shifted to large scale production, so the need for large-scale warehouses and packaging facilities for export market increased. The province needs to motivate businesses and people through mechanisms, policies and planning; ensuring high efficiency of investment activities, promoting production and export of agricultural products. From a local perspective, if management activities are effective, it will also promote the development of this field.
Accordingly, Vice Chairman of the Provincial People's Committee Vo Van Phi assigned the Department of Agriculture and Rural Development to review and summarize packaging and preliminary processing facilities. Departments and localities need to coordinate to carry out their responsibilities such as the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment to monitor and support businesses in updating planning; guiding the correct implementation of regulations in the field of State management; promoting the implementation of 2 agricultural product processing industrial clusters in the province... In particular, localities also need to review the operations of packaging and preliminary processing facilities in the area and send proposals to the Provincial Party Committee for solutions. Localities should also experiment with choosing enterprises to invest methodically, following regulations to implement pilot models of export agricultural chains, and recommending to the province for an implementation mechanism.
