(Chinhphu.vn) - During a working session with the leadership of Dong Nai, Prime Minister Pham Minh Chinh urged the province to embrace the spirit of "three pioneering areas" and focus on eight key tasks, with the goal of transforming Dong Nai into one of the top economic provinces in the country, a modern and civilized province with high income levels.

On the morning of September 24, in Bien Hoa City, Prime Minister Pham Minh Chinh held a working session with the Dong Nai Provincial Party Committee on the socio-economic development of the first nine months of 2024, and the key tasks for the remainder of the year, along with the province's proposals and recommendations.
Also in attendance were members of the Central Committee of the Communist Party, including Minister of Natural Resources and Environment Do Duc Duy, Senior Lieutenant General Vo Minh Luong, Deputy Minister of Defense, Secretary of Dong Nai Provincial Party Committee Nguyen Hong Linh, Lieutenant General Nguyen Truong Thang, Commander of Military Region 7, and leaders from various ministries, sectors, and localities.
According to reports and opinions presented at the meeting, Dong Nai has achieved positive results in socio-economic development in the first months of the year.
The province's GRDP in the first half of 2024 grew by 6.8%, higher than the national average (6.42%), ranking 3rd out of 6 in the Southeast region and 25th out of 63 provinces and cities nationwide.
In the first eight months, exports reached 15.6 billion USD, up 8.6%; imports reached 11.3 billion USD, up 8.71%; leading to a trade surplus of 4.3 billion USD. Total State budget revenue for the first nine months is estimated at 43.7 trillion VND, up 11% year-over-year.
Agriculture, forestry, and fishery production developed steadily. The industrial sector continued its recovery and regained growth momentum. The index of industrial production (IIP) for the first eight months increased by 7.37% compared to the same period, significantly higher than the 4.02% growth in 2023.
Commerce and services developed well, with inflation and prices under control. Total retail sales and service revenues increased by 12.6%. The average Consumer Price Index (CPI) for the first eight months rose by 2.95% year-over-year.
Investment development achieved positive results. Domestic investment was a highlight, with over 42.1 trillion VND of registered capital in the first nine months of 2024, five times higher than the same period last year. FDI attraction reached 1.089 billion USD, up 34%.
National defense, security, and social order are maintained. The province made significant progress in healthcare, education, public health, job creation, and social welfare.

Distinct Potential, Outstanding Opportunities, Competitive Advantages
Concluding the meeting, Prime Minister Pham Minh Chinh expressed agreement with Dong Nai's report and proposals as well as the insightful, candid, and practical contributions from participants.
The Prime Minister assigned the Government Office to collaborate with the Dong Nai People's Committee and relevant agencies to review and integrate the feedback, finalize, and soon issue the Prime Minister's conclusions for unified implementation.
Emphasizing Dong Nai's potential and advantages, he noted that the province has a large labor force, ranking 5th in the country by population.
The province holds a strategic geographic position in the Southeast region, closely linked with Ho Chi Minh City and Ba Ria – Vung Tau, which are key growth drivers for the region and the nation.
Dong Nai is a major transportation hub and industrial center, with a rich history, revolutionary tradition, and diverse natural landscapes, earning it the title of "the Green Lung" of the Southeast region.
On behalf of the Government, the Prime Minister acknowledged and praised the efforts and important socio-economic achievements made by Dong Nai's Party, government, military, and people in the first months of the year, contributing significantly to the country's overall progress.
Since the beginning of the term, Dong Nai has made great efforts, particularly excelling in land clearance. The province has actively implemented key national projects, such as Long Thanh Airport, the Bien Hoa - Vung Tau Expressway, and Ho Chi Minh City – Ring Road 3.

The Prime Minister noted that Dong Nai can achieve its socio-economic development targets for the 2021-2025 period despite challenges, contributing to the goals set by the Communist Party's 13th Congress.
However, alongside these important achievements, the Prime Minister pointed out some existing shortcomings, limitations, and challenges.
In particular, while economic growth is high, it is not yet truly sustainable and does not fully reflect the province's distinct potential, outstanding opportunities, and competitive advantages. The quality of growth must improve.
Although FDI attraction is large, it needs to shift towards higher-quality projects, especially those with high added value and advanced technology. Administrative reforms and competitiveness improvements are still limited. Transportation and strategic infrastructure lag behind development needs. More attention must be paid to investing in and developing cultural and social institutions.
Regarding future directions and perspectives, the Prime Minister called for a review of the goals and targets set out in the 13th Party Congress Resolution, resolutions, conclusions, and instructions from the Central Committee, National Assembly, Government, and Party Congress Resolutions at all levels to find appropriate solutions. Tasks that have been done well should be improved further, targets that are achievable should be accelerated, and those that have not yet been reached must have breakthrough solutions.
In addition, it is necessary to gain a clearer understanding of the role, position, distinct potential, outstanding opportunities, and competitive advantages of the province to contribute more effectively to the region and the nation. The province must strongly promote the spirit of self-reliance, internal strength, and solidarity, while being dynamic and creative, and effectively mobilizing and using all resources.
It is essential to stay grounded in reality, be guided by reality, respect the facts, and use practicality as the measure of success; maturity of mind, coherent ideology, absolute determination, determined effort, and decisive actions are a must; focus on key areas, finish what is started, and increase efforts when there is pressure to achieve the highest possible results.
Specific tasks, timelines, responsibilities, and expected outcomes must be clearly assigned to personnel. Supervision, inspection, and follow-up must be strengthened. There must be an increase in decentralization and delegation of authority, coupled with resource allocation, and enhanced supervision, monitoring, and control of power.
People must be placed at the center as the subject, resource, and driving force of development. Social welfare must be prioritized for the province's 3.3 million people, the fifth largest population in the country, ensuring no one is left behind.

Dong Nai Must Embody the "Three Pioneering Areas"
Regarding the overarching goal, the Prime Minister urged Dong Nai to strive to become a leading economic province in the country, a modern and civilized province with high-income levels among the top in the nation.
Looking ahead, the Prime Minister called on the Party, government, military, and people of Dong Nai to embrace the spirit of the "three pioneering areas" in implementing socio-economic development tasks, based on the strong mobilization of all resources for development, especially through public-private partnerships.
The first one is pioneering in developing comprehensive, modern, and smart infrastructure, particularly in transportation, digital infrastructure, healthcare, education, and climate change adaptation.
Next is pioneering in the development of science, technology, and innovation, applying the achievements of the Fourth Industrial Revolution; training high-quality human resources for the province, region, and country; promoting administrative reforms, improving the business environment, and fostering enterprise development.
And lastly, pioneering in ensuring social welfare, environmental protection, and green, rapid, and sustainable development, without sacrificing progress, fairness, or social welfare for mere economic growth, ensuring no one is left behind.
The Prime Minister outlined eight key tasks, urging the province to closely follow the Party's policies, the National Assembly's and Government's resolutions, and the provincial plans to ensure the successful completion of the 2024 goals and the entire term.
Focus must be placed on renewing the three traditional growth drivers—investment, exports, and consumption—while promoting new growth drivers such as the digital economy, green economy, circular economy, sharing economy, knowledge-based economy, and night-time economy.
The province should complete and issue the provincial planning implementation plan, clearly identifying key content, timelines, and resources for the programs and projects within the plan.
Priority should be given to developing key industries, new technology, high-tech industries, research and development centers, science parks, vocational education centers, innovation hubs, and startup incubators. Industrial parks should be transformed into green parks, focusing on high-tech industries that participate in regional and global value chains.
Regional, national, and international connectivity should be enhanced, maximizing Dong Nai's role as one of the major trade hubs in the region. The effectiveness of Long Thanh International Airport, Bien Hoa dual-use airport, and expressways must be leveraged.
Efforts must be intensified to reform administrative procedures, promote digital transformation, improve the investment and business environment, and support entrepreneurship and innovation. The government must decisively reduce and simplify administrative procedures, shortening the time needed to process land, investment, construction, planning, and environmental procedures. Dialogue with businesses and citizens should be prioritized, addressing issues promptly to reduce inconvenience, time, and costs.
In the cultural and social fields, attention must be paid to ensuring social welfare and continuously improving the material and spiritual lives of the people. Balanced development between the economy, culture, society, and environment must be achieved. The province needs to effectively implement policies for people with meritorious services, and support policies for the poor and vulnerable groups, ensuring they have full access to basic social services. Efforts should be concentrated on developing social housing, especially for workers.
Environmental protection, biodiversity conservation, and proactive disaster prevention and climate change adaptation must be strengthened. The province should focus on reforestation and the protection of upstream forests, particularly safeguarding the world biosphere reserve within its territory.
Political security and social order must be maintained from the earliest stages, paying regular attention to religious and ethnic affairs. The Party and political system must be built to be clean and strong, continuously enhancing the leadership capacity and combat strength of Party organizations and members. Anti-corruption, negative behavior, and wasteful practices must be combated, with efforts to build a streamlined, effective, and efficient apparatus. The development and training of a team of officials, civil servants, and public employees with the necessary qualities, capacities, and prestige should be prioritized to meet the demands of the tasks.

The Prime Minister expressed his confidence and expectations that, with the "three pioneering areas" and eight key tasks outlined above, combined with the province's heroic cultural-historical traditions, strategic location, distinct potential, outstanding opportunities, competitive advantages, and strong development momentum in recent years, the Party, government, and people of Dong Nai will achieve even greater successes in the near future, completing the goals and tasks for the 2021-2025 period and contributing to the nation's overall achievements.
At the same working session, leaders from various ministries and sectors provided responses, and the Prime Minister gave directives to address the province's proposals related to increasing budget resources for infrastructure, social welfare care, and sustainable development; allocating healthcare and educational personnel effectively; and managing and using defense land in the province.
