At the meeting, the Steering Committee reported to Chairman Vo Tan Duc on the progress of equitization, restructuring, and divestment of state capital in local units and enterprises, including Dong Nai Food Industry Corporation (Dofico) and its subsidiaries and branches, Sonadezi Corporation, Tin Nghia Corporation, and public service units such as the Motor Vehicle Registration and Inspection Center and Bien Hoa Bus Station. The Steering Committee outlined the implementation roadmap for each unit.
Over the past period, these companies and units have made efforts to carry out equitization and divestment, while also restructuring according to government regulations. However, the process of divestment and equitization at these enterprises has faced numerous challenges, leading to delays that have stretched over several years without effective solutions.

One notable challenge has been the equitization and divestment at Dofico and its subsidiaries, as well as public service units. These efforts have been hindered for many years due to land use plans affected by historical factors, such as documentation and capital contributions made through land-use rights and assets on land, which do not fully comply with current legal regulations.
Mrs. Do Thi Thu Hang, Chairwoman of the Members' Council of Dofico, shares her insights
Several members of the Steering Committee highlighted that the difficulties and challenges in equitization and divestment have been raised multiple times and have persisted for many years without resolution. Some members proposed that alternative plans be devised to accelerate the implementation of the government's overall roadmap. To expedite the equitization and divestment process in accordance with regulations, members suggested forming a support team for the Steering Committee to supervise, document, and assist the provincial Steering Committee.
Based on the reports and proposals from committee members, Chairman Vo Tan Duc tasked the Department of Natural Resources and Environment with reviewing and advising the PPC on resolving land-related issues for entities such as Dofico, Bien Hoa Bus Station, and the Motor Vehicle Registration and Inspection Center, ensuring that the equitization process complies with government guidelines and timelines. Furthermore, the Chairman directed Bien Hoa City's PPC, the Provincial Tax Department, the Department of Finance, and other relevant departments that are members of the Steering Committee to actively carry out their assigned responsibilities. They are to report the status of their respective tasks to the Steering Committee's standing unit, the Department of Finance, which will compile and submit regular monthly reports to the provincial leadership as stipulated.
