Prime Minister Pham Minh Chinh inspects progress of two national key projects

(News Portal – Dong Nai) – On the afternoon of September 24, Prime Minister Pham Minh Chinh led a government working delegation to inspect the progress and engage with relevant units involved in the Bien Hoa – Vung Tau Expressway and Long Thanh International Airport projects. 

Accompanying the delegation from Dong Nai Province were Mr. Nguyen Hong Linh, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Quan Minh Cuong, Deputy Secretary and Head of the provincial National Assembly delegation; and Mr. Vo Tan Duc, Chairman of the Dong Nai People's Committee.

The Prime Minister exchanged views with the provincial leaders and project units at the Bien Hoa - Vung Tau Expressway construction site. 

At the expressway site, the representative of Project Management Unit 85 reported to the government delegation that construction progress had encountered two major obstacles: land clearance and the availability of fill materials. As a result, the progress of Component 1 of the project had reached only about 5%, while Component 2 was at approximately 16%.

At the Long Thanh Airport project site, Mr. Vu The Phiet, Chairman of the Board of Directors and CEO of the Airports Corporation of Vietnam (ACV), informed that Dong Nai Province had fully handed over the land for the project. As a result, the construction packages were meeting and even exceeding their schedule.

Prime Minister Pham Minh Chinh observed the construction progress of the passenger terminal of Long Thanh Airport, Phase 1. 

In his report to the Prime Minister, Chairman Vo Tan Duc stated that regarding the fill materials for the construction of the Bien Hoa – Vung Tau Expressway, the Provincial Party Standing Committee had agreed to allow exploitation at three sites with a volume sufficient to meet the project's needs. Dong Nai is also accelerating efforts to complete land clearance as soon as possible.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that for the Bien Hoa – Vung Tau Expressway project, the two main challenges remain: land clearance and the supply of fill materials. Therefore, Dong Nai must put more effort into land clearance and coordinate with the Ministry of Natural Resources and Environment to expedite the procedures for exploiting fill material mines. Contractors should maximize their workforce and resources, working in the spirit of "three shifts, four crews," and “working hard, resting briefly," to "overcome the sun, defeat the rain, and not be defeated by storms."

The Prime Minister exchanged views with the provincial leaders and units at the runway construction site of Long Thanh Airport, Phase 1. 

Regarding the Long Thanh Airport project, Prime Minister Pham Minh Chinh remarked that this was his fourth visit to the site for inspection. He noted that progress was generally on track and more optimistic than previous visits, but warned against complacency, as weather conditions remain challenging. Dong Nai has made significant efforts, especially in land clearance, with local residents making great sacrifices by giving up their homes and farmland for the project.

According to the Prime Minister, Long Thanh Airport is an important symbol of this term, with a large-scale investment and construction under extremely challenging conditions, such as limited experience and the impact of the COVID-19 pandemic. Nevertheless, the main project components are now taking shape. The goal is to complete the basic construction of Long Thanh Airport by December 31, 2025, to celebrate major national events. Prime Minister Pham Minh Chinh urged that the project management unit and contractors must manage construction schedules with new critical paths and organize and allocate resources efficiently, work together, with clear responsibilities, to meet deadlines.​
