(News Portal – Dong Nai) - The Provincial People's Committee has just completed the drafting list of projects needing land revocation and land use purpose change in 2024 to submit to the Provincial People's Council at the meeting at the end of this year. Accordingly, there are 89 projects needing land revocation with an area of 220 hectares and 8 projects to change land use purposes with an area of 4.65 hectares.

There are still many projects that do not meet the requirements
According to the assessment of Deputy Director Nguyen Ngoc Thuong of the Department of Natural Resources and Environment, the reviewing and proposing the list of land use projects in 2024 is still slow and does not meet the requirements, causing the Department to face many obstacles in the process of assessing and advising the Provincial People's Committee on project lists to submit to the Provincial People's Council.
Specifically, in August 2023, the Department of Natural Resources and Environment issued a document requesting localities to review and propose a list of projects to be implemented in 2024. In September and October 2023, the Department continued to issue another document reminding and urging localities to do this. By the end of October 2023, localities registered 191 land recovery projects with an area of more than 3.37 thousand hectares and 46 cases of changing land use purposes with an area of more than 85 hectares.
Through reviewing current conditions and regulations, the Department of Natural Resources and Environment proposed that the Provincial People's Committee consider and submit to the Provincial People's Council for approval a list of 89 land revocation projects with an area of nearly 220 hectares and 8 projects to change the purpose of use with an area of 4.6 hectares. Thus, compared to registration, the project eligibility rate of more than 40% and area of 15% is quite low.
Vice Chairman Tran Van Than of Long Thanh District People's Committee said that the district had submitted 24 projects but only 5 projects were approved, 3 projects needed further examined and 16 projects did not meet the requirements. Projects that were not qualified were mainly those that had just allocated capital to prepare for investment. Mr. Than proposes that the district adds 17 projects, because these projects would be considered for capital allocation at the Provincial People's Council meeting later this year.
Out of 26 projects proposed by Cam My district, only 10 of them were qualified. Vice Chairman of Cam My District People's Committee Le Van Tuong said that many projects had just been allocated capital or did not have information on capital allocation yet, so they were considered ineligible. In addition, there are 7 of a total 26 projects exploiting the land bank adjacent to the road project that need approval from the Provincial People's Committee.
“The district will review the dossiers of projects that do not meet the requirements, or need advices from the Provincial People's Committee. Any project that meets the requirements will be proposed to be supplemented and submitted to the province leaders for consideration" - Mr. Tuong shared.

Up to now, localities have proposed a total of 237 projects. Of these, 191 projects have reclaimed more than 3.37 thousand hectares of land and 46 projects have changed land use purposes of more than 85 hectares. According to the Department of Natural Resources and Environment, there are still many projects that are not eligible to be submitted to the Provincial People's Council at the meeting at the end of this year. The Department recommends that, for the list of land revocation projects, the Provincial People's Committee assigns localities to proactively coordinate with the Department of Planning and Investment to review public investment plans for 2023 and 2024, classify and take responsibility for the projects. Eligible projects are allocated capital for site clearance compensation in accordance with regulations. In case the project will be allocated capital at the end of this year, the locality will specifically report and supplement supporting documents for the Provincial People's Committee to be examined. In case the project does not qualify for capital allocation for site clearance compensation, the locality will proactively remove it from the proposed list.
Head of the Economic and Budget Committee of the Provincial People's Council Nguyen Kim Phuoc said that there were still many proposed projects that did not meet the requirements, both wasting time for the proposing unit and adding pressure to the dossier appraisal unit. Localities need to learn from experience, when making a list of projects, they must ensure legality, conformity with socio-economic development planning, and have resources for implementation.
Vice Chairman of the Provincial People's Committee Vo Van Phi said that legal requirements on land are currently strict, and capital to implement projects is limited, so the province only submits land revocation rights for qualified projects. Projects that do not meet the requirements and need to be re-examined, in case they are urgent projects and have enough time for additional consideration, must have an explanatory report to present to the Provincial People's Council meeting early next year.
