At the conference, Director of the Department of Planning and Investment Nguyen Huu Nguyen reported that in addition to the achieved results, the socio-economic situation in the first 10 months of 2023 in the province still faced challenges and limitations. All industries and fields have made progress over the same period, but the change is insignificant. Specifically, the industrial production development index increased by more than 4.6%; total retail sales of goods and service revenue increased nearly 13% over the same period in 2022. Businesses in the locality continue to face many challenges due to the shortage of orders. Export turnover reached over 17.8 billion USD, down by 14.4% over the same period; import turnover reached over 13 billion USD, down by 18.8% over the same period. As of the end of October, total state budget revenue reached more than 45.7 trillion VND, reaching 74% of the estimation, and was 80% of the same period in 2022. Provincial planning, construction planning, urban planning market... despite being heavily focused on, their progression is still slow. As for the social and culture aspect, social security policies are being implemented. Administrative reformation is focused on many industries, fields and areas; as well as national defense - security, social order and safety are maintained.
In particular, as of October 31, the province's public investment disbursement rate only reached nearly 34%, lower than the national average.
According to Acting Chairman of the Provincial People's Committee Vo Tan Duc, the disbursement rate of public investment capital in the province in the first 10 months of the year was still low. Therefore, the Provincial People's Committee has requested localities and departments, as well as investors to send written commitments on the capital disbursement rate by the end of 2023.

At the conference, Provincial Party Secretary
Nguyen Hong Linh acknowledged the efforts of the Party Committee of the
Provincial People's Committee in leadership and management of economic and
social development in the first 10 months of the year.
However, Provincial Party Secretary Nguyen Hong Linh also believed that the
province's authorities must rearrange their personnel and working methods to
achieve the highest efficiency. Wherever progresses are slow or results are not
satisfied, they must be addressed as quickly as possible to effectively manage
the economic and social development. At the same time, Dong Nai province must
establish a solid foundation for the economy; must attract FDI and social
investment with large-scale projects. The province must find and attract
projects of several billion USD to create a breakthrough for the economy.
In addition, Provincial Party Secretary Nguyen Hong Linh also asked the local
authorities to review the reasons why local budget spending in the past 10
months has remained low. Regarding the disbursement of public investment
capital, the Provincial Party Secretary also requested units to speed up
progress and increase the rate of capital disbursement.
Provincial Party Secretary Nguyen Hong Linh also asked leaders of districts and
cities to review the provincial planning for the period 2021-2030, with a
vision to 2050 to see if it is suitable for their districts and cities, what
content is missing, any content that will hinder the development of the
district or city needs to be adjusted and supplemented. Because, provincial
planning, district planning, and zoning planning must be synchronized, to avoid
the situation of " the left hand doesn't know
what the right hand is doing ".
