Consider Xuan Hoa Industrial Park in provincial planning

(News Portal – Dong Nai) - Currently, Dong Nai province has met the land planning criteria for industrial zones. Therefore, the addition of Xuan Hoa Industrial Park (Xuan Loc District) with an area of more than 1.1 thousand hectares to the provincial planning for the period 2021-2030, with a vision to 2050, must be considered for the possibility of implementation and investment attraction, land use efficiency, as well as environmental impact.

Xuan Hoa Industrial Park, an area proposed to be added to the provincial planning period 2021-2030, vision to 2050 

The addition of planning and implementation of the industrial park project is to create a driving force for local development. However, it must be in compliance with targets and plans.

In accordance with land use and construction planning

According to the report of the Xuan Loc District People's Committee, Xuan Hoa Industrial Park is included in the district's land use planning for the period up to 2030 (approved by the Provincial People's Committee), included in the general construction planning of Xuan Hoa and Xuan Hung communes (approved by the District People's Committee). Therefore, the district requested the Provincial People's Committee and the Department of Planning and Investment considering and adding Xuan Hoa Industrial Park planning to the provincial planning until 2030, with an area of 500ha and after 2030, an area of 620ha. The land area is planned to supplement the industrial park planning to ensure the feasibility of site clearance and traffic connection.

Specifically, in terms of land, this area has 50 hectares of public land under management of Xuan Hoa commune, nearly 73 hectares of public land that the district has assigned to the commune for management since 1993, which some households are using. The rest is land allocated to businesses and households for agricultural production, so compensation and site clearance will be convenient. Regarding transportation, this land is about 1.4 km from National Highway 1 and is already linked to the highway by connecting roads. The general construction planning of Xuan Hoa and Xuan Hung communes will have an additional road connecting the Industrial Park to National Highway 1, about 200m from the Dau Giay - Phan Thiet highway intersection.

The district also promised that when the industrial park planning is supplemented, it will strictly manage land, avoid needlessly construction, and at the same time build infrastructure in resettlement areas to facilitate site clearance; invest in roads connecting to National Highway 1; arrange land bank to build social housing for workers; accompany and support industrial park infrastructure investors throughout the construction and operation process.

Vice Chairman of Xuan Hoa Commune People's Committee Dinh Xuan Muoi said that of the total area of more than 1.1 thousand hectares, more than 1 thousand hectares are in Xuan Hoa commune. Most of the area proposed for industrial park planning is growing melaleuca, cashew, mango, and dragon fruit. According to Mr. Muoi, this area has sandy soil and very poor soil quality, so farming efficiency is low. In addition, the area has no water source, so production must rely on drilled wells or seasonal crops. Therefore, people want to have an industrial park to be build here.

Currently, the Phan Thiet - Dau Giay expressway passing through the above communes is in operation. Xuan Loc district hoped that the industrial park would be the attraction for investment, creating jobs for local resident. At the same time, the district wanted to use the industrial park to exploit the advantages of having 2 highway intersections with National Highway 1 in Xuan Tam commune and in Xuan Hoa commune (planned for implementation), thereby promoting economic growth and increasing budget revenue.

Balancing economic, social and environmental benefits

In Decision No. 326/QD-TTg dated March 9, 2022 by the Prime Minister on the allocation of national land use planning targets, by 2025 the province will be allocated an industrial park land target of nearly 12.5 thousand hectares, and by 2030, it will be 18.5 thousand hectares. However, currently localities have proposed industrial park land use planning for more than 24 thousand hectares by 2030, higher than the allocated target of 5.8 thousand hectares.

The representative of Dong Nai Industrial Zones Authority said that currently, the province's industrial park land planning quota according to allocation is full, the addition of Xuan Hoa Industrial Park planning is not guaranteed. The unit also said that Xuan Loc district's report only mentioned the water source used but did not clarify the water use needs, generated wastewater, and where the industrial park's wastewater would go to. The district determined that the industry attracting investment is hi-tech industry, and the locality did not want to attract mixed investment. However, the establishment of a high-tech park requires a good transportation infrastructure, technical infrastructure, especially skilled and talented human resources.

“The DIZA agreed not to add Xuan Hoa Industrial Park to the provincial planning due to lack of legal assurance on land use. Moreover, there has not been a specific and complete assessment of the level of impact on the environment and the ability of the industrial park to respond to attracting investment in high-tech industry" - the document of the DIZA stated.

Currently, the province still has about 10 industrial parks that have not completed site clearance work with an area of 820 hectares. If including the land area added to the industrial park planning by 2020, the total remaining industrial park land area is more than 7.9 thousand hectares. This land bank, if fully cleared, will still be enough to meet the demand for industrial park land leasing. Therefore, instead of adding more projects to the planning, the province needs to focus on the remaining land bank.

In the document sent to the Standing Committee of the Party Committee of the Provincial People's Committee dated September 18, 2023, it was stated that the planning of Xuan Hoa Industrial Park would not be added to the provincial planning for the period up to 2030. The reason is the transport connection infrastructure to the project is inadequate and has not been connected to synchronous infrastructure. The Party Committee of the Provincial People's Committee also said that it would only consider and evaluate additional provincial planning for industrial parks with favorable locations in terms of traffic connection, compensation, site clearance and attraction of human resources. Industrial parks that are expected to be supplemented with planning but are facing legal procedures, land inspections will not be considered for addition to the industrial park planning until 2030.
