According to the Provincial People's Committee, the province's target of land use planning by 2020 is to have 1,600 hectares of land for Industrial Clusters construction, but so far the province has used more than 960 hectares and nearly 640 hectares have not been fulfilled. The reason is that many Industrial Clusters have not been deployed with projects such as: Phuoc Binh Industrial Cluster, Do Thanh Industrial Cluster (Long Thanh District); Bau Tram Industrial Cluster (Long Khanh City), etc.

Most of the Industrial Clusters could not be deployed with investment projects in the 2011-2020 period, the districts and cities all transitioned to the land use planning for the 2021-2030 period. In which, many localities also added a number of Industrial Clusters to relocate and attract more small and medium-sized enterprises with domestic investment capital to operate in order to protect the environment and ensure planning. The localities with many Industrial Clusters planned from now until 2030 are districts of Vinh Cuu, Trang Bom, and Long Thanh.
