Sustainable development of the urban system

Resolution No. 06-NQ/TW on planning, construction, management and sustainable development of urban areas in Vietnam until 2030, with a vision to 2045 (known as Resolution 06) of the Politburo was issued on 24 January 1, 2022 is the first time that a separate thematic resolution on urban development has been issued by the Vietnamese Communist Party to realize the goal of accelerating the speed and improving the quality of urbanization and sustainable urban development.

Promoting urban development

According to Resolution 116 dated July 11, 2014 of the Provincial People's Council on the urban development program of Dong Nai Province for the period to 2020 and the period of 2021-2030, by 2020, the province will have 11 urban areas. After more than 7 years of implementation, according to the Department of Construction, there are 11 urban centers in the province, of which Bien Hoa City is the City Grade 1. Compared with the target of the resolution, Dong Nai has completed the goal of developing the number of urban areas. However, the quality of urban development is still very limited.

 

Bien Hoa city is the central urban area of ​​the province and has been recognized as a grade I city since 2016 but up to now, there are still some unfulfilled criteria, especially in terms of urban infrastructure development. Bien Hoa urban area is currently facing a series of problems in urban development such as traffic jams, flooding, environmental pollution, etc. This is also a common situation that most urban areas are also facing in the country.

 

Assessing the situation of urban development across the country over the past time, Resolution No. 06 affirms that after 35 years of renovation, especially in the past 10 years, urban planning, construction, management and development of city have achieved many significant achievements. By the end of 2020, our country's urban system has 862 cities of all kinds, distributed relatively evenly throughout the country. The rate of urbanization determined by geographical areas with urban functions has increased from 30.5% in 2010 to nearly 40% in 2020. Urban space is expanded; technical and social infrastructures are invested in an increasingly synchronous and efficient direction; The quality of life of urban residents has been gradually improved.

 

However, the process of urbanization, planning, construction, management and development of the urban area is still limited. The achieved urbanization rate is lower than the target set out in the Socio-Economic Development Strategy for the period 2011-2020 and is still far from the average rate of the region and the world. The quality of urbanization is not high, urban development in breadth is mainly, causing waste of land, and the level of economic concentration is still low. According to Resolution 06, the Politburo stated that urbanization is an objective necessity and an important driving force for rapid and sustainable socio-economic development in the coming time.

 

At the conference on mastering and implementing Resolution No. 06 held on May 18, Head of the Central Economic Commission Tran Tuan Anh said that so far, our Party has not issued a separate thematic resolution on urban development. In the current new context, Resolution No. 06 is an important political basis for the birth of new mechanisms and policies, creating a driving force for urban development. “The promulgated Resolution No. 06 will orient and serve as a guideline to institutionalize legal regulations in order to continue to develop Vietnam's urban areas more effectively in the coming time” - Head of the Central Economic Commission Tran Tuan Anh emphasized.

 
Considering people as the center of development

Resolution 06 sets out the overall goal of accelerating the speed and improving the quality of urbanization, developing sustainable urban areas according to a network, forming a number of urban centers and urban chains of connected smart cities with the region and the world. Institutions and policies on planning, construction, management and sustainable urban development have basically been completed. The urban infrastructure, especially the framework technical infrastructure and essential social infrastructure, is built and developed synchronously and modernly. Economic growth in urban areas is fast, efficient and sustainable. The quality of life in urban areas is high, ensuring to meet the basic needs of housing and social infrastructure for urban residents.

 

At the conference on mastering and implementing Resolution No. 06, Mr. Le Quang Hung, Deputy Minister of Construction said that the Prime Minister assigned the Ministry of Construction to coordinate with ministries, branches and provinces and cities to study and develop an Action Plan to implement the resolution. The Ministry of Construction has also written suggestions for localities to propose urban development programs, on that basis, the Ministry of Construction will synthesize into a general Action Plan of the Government.

 

For Dong Nai Province, according to the Department of Construction, the Provincial People's Committee has approved the task of adjusting the general planning of 7 urban areas including: Dau Giay, Tan Phu, Dinh Quan, Vinh An, Gia Ray, Long Giao and Long Khanh so far. Among these, the urban areas of Long Giao, Tan Phu, and Long Khanh have been approved for the master plan adjustment scheme. For the remaining urban areas, the authorities are also studying and implementing and expected to complete in 2022.

 

Particularly for Bien Hoa urban area, the central city of the province, in order to gradually improve urban infrastructure and improve the quality of people's lives, over the years, many key projects have also been implemented as anti-flood projects at flooded locations in the city, transport infrastructure projects such as inter-district Way No. 2, Vam Cai Sut Bridge, Dong Nai riverside road and park (from Hoa An Bridge to Vinh Cuu District).

 

At the same time, the key urban embellishment and development projects are also being implemented such as the project to convert the function of Bien Hoa 1 Industrial Zone into an urban, commercial and service area; development planning of Hiep Hoa Island.

 

Speaking at the conference on mastering and implementing Resolution 06, Politburo member and Standing Committee of the Secretariat Vo Van Thuong emphasized that the renewal of theoretical thinking and urban planning methods is very important. Urban planning must have a long-term, synchronous and modern vision. Taking people and quality of life as the center, urban culture and civilization as the foundation for development.
