Arterial highways connecting the Southeast region from Bien Hoa to Vung Tau with 77.6km long and 4 lanes will call for BOT or PPP investment capital.

As recommended by the Project Management Unit 85, the unit is tasked with setting up investment projects, future highway passing Dong Nai and Ba Ria - Vung Tau with length 77.6km, in which the high speed line is 66km long, about 2.8km urban road section, the line connecting Highway 51 on the scale of grade II road is about 8,8km. Of these, Bien Hoa - Phu (highway) section is 38km long; Phu My - Vung Tau coastal road (highway) is 28km long; section from Vung Tau City coastal road to 51C National Road is 2.8km and road linking Phu My - Highway 51 (into Cai Mep - Thi Vai port) is 8.8km long.
Currently the consulting unit – Transport Engineering Design Inc. (TEDI) has established four phases of investment plans and payback capital for BOT projects instead of PPP schemes as proposed the Bien Hoa - Vung Tau Expressway Development J.S.C.(BVEC) in early 2014.
To be able to put into operation in 2018, the investment proposals of the project should be approved, complete steps of technical design, construction bidding, clearance before December 2015
It is known that, the Bien Hoa - Vung Tau highway is located in the southern key economic. This is an area of fastest economic growth in the country and also the focus areas of focal roads, rail, ports, major airports.
National Road 51 is currently the only route linking Ho Chi Minh City to Vung Tau (the common gate to the sea).
