According to the Department of Home Affairs, the implementation of policy to attract well-educated workforce in communes and wards had a positive impact on increasing the quantity and improving the quality of commune civil servants.
After 5 years of implementation, there are 982 cases recruited as public servants under talent attraction policy and there are 582 new candidates passing civil servant recruitment exams.
At present, the total number of cadres and public servants at commune level is over 3,500 people. Of whom, there are more than 1,800 specialized cadres with more than 65 percent having professional competence (intermediate level or above); and there are 1,700 public servants with nearly 98 percent acquiring professional competence. In particular, above 1,600 commune-level civil servants have graduated from college or university; an increase by 1,100 people compared to 2010.
