Ministry of Internal Affairs conducts a survey on how the female staff policy has been implemented in Dong Nai province

On the afternoon of June 17, the delegation of Ministry of Internal Affairs and the Central Vietnam Women's Union led by Deputy Minister of Internal Affairs – Nguyen Duy Thang – had a working session with the leadership of the provincial People's Committee and had a talk on how the government’s Decree 19/2003/ND – CP has been implemented and how the responsibility is shared among all levels of administrative agencies with the intention of ensuring that all levels of Vietnam Women’s Union can participate in state management.     After the Decree 19 has been implemented in Dong Nai province, the results show that the provincial People’s Committee and Women’s Association have created favorable conditions for all levels of women of the Association to suggest ideas as well as to participate in the process of making plans for socio-economic development, doing research into, establishing and making amendments to local policies relating to the province’s women and children. In addition, all levels of local governments have assisted women in joining refresher courses in order that they can improve their professional skills. More and more women hold important positions in the managerial machinery. For example, among 2,831 civil servants, there are 889 female ones, accounting for 31%. The total number of civil servants of the province is 22,000, representing 69%. Female leaders participating in all levels of the Party Committee make up between 15.5% and 24.4%... However, the implementation of the Decree has slowed down in some units and tends to adhere to formalism. This limits the Association’s role in state management and affects the policy on protecting the rights of women and children.

    In the working session, Deputy Minister – Nguyen Duy Thang – highly appreciated the results that Dong Nai province has achieved in the process of implementing the government’s Decree 19. Also, he stressed that the province’s Women’s Association should strengthen its role and functions to safeguard the rights of all classes of women in the province, especially women from ethnic groups and religions and female workers. Next, he added that the number of women of Dong Nai province participating in state management is still lower than that of many other provinces and cities across the country. “So, the province should support women and create more favorable conditions for them to promote their role in the management system of all levels of government” he said.

    The same morning, the delegation paid an inspection visit to and had a working session with Trang Bom district’s People's Committee. It listened to the contributive ideas of the district’s Women’s Association for amending some points in the Decree 19 in the coming time.

    It is known that a 5-year summation meeting about the implementation of Decree 19 on the women’s role in state government will be held in Octorber, 2009 according to the field survey conducted in all parts of the country.
