The seminar focused on discussing issues concerning ways to attract, train, and foster intellectuals and bring into full play their ability across the province. Most of viewpoints show that it is necessary to have favorable treatment to intellectuals and create the best condition and environment for them to bring their ability into full play in their work. Huynh Van Toi, Head of the provincial Party Department of Propaganda and Training stated, “ Dongnai is of the Southern key economic regions; however, as for number of intellectuals compared with one nationwide, Dongnai’s intellectual number is still a matter of concern”.
For the time being, our country has 2.6 million people who has university degree or above. 19,815 of which are of Dongnai (making up 1.65 % of labor force). Among 18,000 masters, 298 ones are of Dongnai. Of 16,000 ones who has Ph.D. degrees nationwide, 34 ones are of Dongnai. For the time being, Dongnai has no professor or associate professor. If compared with other province, Dongnai only has more intellectuals who hold university degrees compared to Tay Ninh province. Due to this reality, he brought forward 5 important solutions to promote and develop intellectuals in the province in the upcoming time, including creating appropriate working condition and environment, having policies on favorable treatment and respect for them, having policies on training and fostering, enhancing responsibility awareness of intellectuals as well as raise quality of intellectual associations, especially leadership of the Party.
Vo Van Mot, Chairperson of the provincial People’s Committee, also agreed on opinions of representatives addressed in the seminar as well as 5 basic solutions brought forward by the Head of the provincial Party Department of Propaganda and Training. He also noted, “ Branches, levels should care more about intellectuals of their sectors and listen to opinions and responses of intellectuals across the province. Moreover, with the aim of developing Dongnai to become an industrial province by 2010, firstly it is essential to have strategy for synchronous, fast but stable development to bring into full play and develop stronger intellectuals at the same time”.
