December 1, the Politburo and the Secretariat organized a national conference
to thoroughly discuss and implement the summary of the results of the
Resolution No. 18-NQ/TW of the XII Party Central Committee; the socio-economic
situation in 2024, solutions to accelerate socio-economic development in 2025,
and to remove institutional bottlenecks. General Secretary To Lam attended and
directed the conference.
The conference was conducted both in-person and online from the National Assembly building in Hanoi to 14,535 locations nationwide, with over 1.3 million delegates participating. In Dong Nai, the conference was held online from the Provincial Party Committee Hall to the affiliated party committees at all levels. Mr. Nguyen Hong Linh, Central Party Committee member and Secretary of the Provincial Party Committee, presided over the meeting.

Streamlining the Political System
At the conference, Mr. Le Minh Hung, Politburo member, Secretary of the Central Party Committee, and Head of the Central Committee's Organization Commission, reported that over the past seven years, significant results have been achieved in implementing Resolution 18-NQ/TW on "Some issues on continuing to innovate and streamline the organization of the political system for efficiency and effectiveness."
However, the restructuring of the political system has not yet been uniformed or comprehensive, lacking integration with staff streamlining, restructuring, and enhancing the quality of officials and civil servants.
The political system remains cumbersome, with many layers and numerous points of contact; the functions, tasks, powers, and working relationships of various agencies and units are unclear, overlapping, and redundant; decentralization and delegation of authority to localities are still lackluster, inconsistent, and unreasonable, failing to meet the requirements and tasks of the new era…
In light of the demands of a new development phase, as the country enters a new era, the era of national advancement, the Central Committee and the Politburo have agreed to summarize Resolution 18-NQ/TW soon and continue to restructure and refine the organization of the political system.
Mr. Le Minh Hung urged all levels of party organizations, agencies, units, and leaders to take the lead in this critically important task, emphasizing that this is a revolution to streamline the political system, requiring a high level of unity in both awareness and action throughout the Party and the entire political system.
Regarding the removal of institutional bottlenecks, National Assembly Chairman Tran Thanh Man mentioned that during the 8th session of the 14th National Assembly, 18 laws were voted on and passed, and 21 resolutions were considered.
The National Assembly also provided feedback for the first time on 10 other draft laws.
The review and formulation of laws have seen profound changes in thinking and methods of conducting legislative work. The laws must be concise and clear, addressing only matters within the authority of the National Assembly, facilitating flexibility and proactivity for the Government in law implementation processes.
As a result, the number of chapters, articles, and clauses in the draft laws has significantly decreased compared to the initial drafts presented by the Government.
Additionally, the session addressed many important issues, promptly resolving difficulties and supporting citizens and businesses, creating breakthroughs to complete infrastructure and maximize resources, thus fostering new development spaces.
Among these, the National Assembly approved the investment policy for the North-South high-speed railway project with a high approval rate, clearly demonstrating innovative thinking in national infrastructure development and symbolizing the aspiration, spirit of renewal, and decisive actions ready to overcome challenges for greater opportunities for the country.

Removing Institutional Bottlenecks
Regarding the socio-economic situation in 2024 and solutions to accelerate socio-economic development in 2025, Prime Minister Pham Minh Chinh reported that the estimated economic growth for Viet Nam in 2024 is projected to exceed 7%, placing the country among the few with high growth rates in the region and globally.
The total import-export turnover is expected to reach around 715 billion USD, marking an increase of 15.3%; the trade surplus is anticipated to be 807.7 billion USD, the highest ever recorded. State budget revenues are estimated to surpass 10% of the forecast for the entire year. Viet Nam is now among the top 15 developing countries attracting the largest amounts of foreign direct investment (FDI) in the world.
Building on these achievements, the Prime Minister noted that in 2025, the country aims to accomplish 15 key targets; with a particular emphasis on growth, aiming for a GDP growth rate of approximately 8%; completing at least 3,000 kilometers of expressways; fundamentally completing the Long Thanh International Airport project and other major infrastructures; eliminating temporary and dilapidated housing throughout the country, thereby creating a solid foundation for the nation to enter a new era of prosperity and to ensure that the people are increasingly happy and well-off.
To achieve the primary targets for 2025, the Prime Minister stated that continuing to refine the institutional framework is the “breakthrough of breakthroughs"; streamlining the apparatus, enhancing effectiveness and efficiency; and building strong mechanisms and policies that empower officials to think, act, and take responsibility for the common good.
The focus should remain on promoting growth while ensuring macroeconomic stability and controlling inflation; maximizing social resources; effectively utilizing resources from state-owned enterprises; and vigorously developing the private sector.
Additionally, there is a need to strengthen the development of strategic infrastructure, especially for national key projects; to explore effective utilization of outer space, marine space, and underground resources.
Efforts must also be intensified to combat corruption, negativity, and wastefulness. Emphasis should be placed on cultural development, ensuring social security, proactively preventing natural disasters, and responding to climate change.
Political stability must be assured, with firm protection of independence, sovereignty, and territorial integrity; as well as enhancing foreign relations and international integration.
In his directive at the conference, General Secretary To Lam emphasized that the issues discussed are of paramount importance to the nation. We now possess the strength, will, and determination to enter a new era—an era of national growth and prosperity.
This is a moment of opportunity; it is urgent and an objective necessity for a revolution to streamline the political system, ensuring its effective and efficient operation. This cannot be delayed any longer.
The General Secretary stressed that achieving the socio-economic development goals set forth by the XIII Party Congress requires a transformation in thinking, the “unbinding" of limitations, decisiveness, breakthroughs, and rising above oneself.
To reach the goal of a high average income for the people by 2030 and a high income by 2045, Viet Nam's economic growth must maintain double-digit rates consistently in the coming years.
Therefore, further breakthroughs in institutional reform are essential, addressing all difficulties, bottlenecks, and obstacles to unleash all resources and implement strong administrative reforms, creating a conducive environment for development.
Regarding the organization of the apparatus, the General Secretary emphasized that the new system must be better than the old one and should operate immediately; there should be no interruptions in work, no time gaps, and no vacant areas or sectors; and normal activities of society and the people must not be affected.
Concerning the Party congresses at all levels leading to the XIV Party Congress, General Secretary To Lam highlighted the significance of the documents presented at the congress. He asserted that the documents for the XIV Congress must closely align with the realities of life, be concise, memorable, and easy to implement.
Based on the draft documents for the XIV Congress, party committees at all levels should use them as a foundation to develop the content of political reports and work task directions for their respective documents; clearly defining the specific goals and tasks of their agencies, units, and localities, contributing to the overall objectives of the nation in the upcoming phase.
In addition to preparing the congress documents, party committees at all levels should focus on preparing personnel for the new term according to the provided guidelines.
Every official and party member must continuously learn to “elevate themselves" to meet the requirements and tasks in the nation's new phase; if unable to meet these demands, they should voluntarily step aside for others to take over.
Amid the multitude of tasks facing the nation, General Secretary To Lam emphasized that time does not wait for us. The country stands at the historical threshold of entering an era of advancement. The actions we take today will determine the future. Delays would be a disservice to the people.
