In the afternoon of October 3, Member of the Party Central Committee, Minister of Agriculture and Rural Development Le Minh Hoan chaired a nationwide online conference to summarize the Science and Technology Program for new-style countryside construction in the 2016-2021 period and the key tasks for the 2021-2025 period. Positive results
The Science and Technology Program for New-Style Rural countryside Construction for the 2016-2021 period (phase II) has approved 84 tasks, including 50 topics and 34 projects. The total budget for the implementation of the Program in the 2016-2020 period is VND 585.76 billion.
4 objectives of the program include: perfecting the theoretical basis; perfecting mechanisms, policies and solutions; building transfering models and raising awareness, qualifications are met by a reasonable number of topics and projects participating in groups.
From 84 tasks, the number of topics and projects participating in the research of each content group adds up to over 180 tasks, creating 339 new products; propose 160 groups of policies and solutions in many fields; perfecting 97 production processes and technologies to transfer into production; has built 208 models of all kinds.
The program has achieved its targets with over 70% of topics and projects with results published in specialized journals with 80 sets of documents or manuals; 152 scientific articles; 100% of tasks with results are received by specialized agencies or localities and put into practice in building new-style rural areas. Most of the application models of technical progress have investment enterprises (counterpart capital); over 60% of models have deployed production linkages along the value chain, especially for key product groups at all levels. All models transfer new and advanced technology, suitable for regions. Most of the production models have increased efficiency by 25% or more and contributed to increase farmers' income by over 20% within the project scope; Most of the topics and projects have participated in the task of training on technology transfer, for 11,000 turns of people, exceeding the set target (10,000 people).
According to the evaluation report of the Ministry of Agriculture and Rural Development, the Program has had a clear impact on the results of the implementation of 12 out of 19 criteria for building new rural areas, of which the most obvious impacts are criteria on income; job; planning; irrigation; environment and product quality; culture; politics and access to the law. These impacts have contributed positively to the successful implementation of the National Target Program on building new-style rural areas in the past 10 years and created the motivation and value of science and technology to promote the National Target Program in the following years.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Vo Van Phi said that Dong Nai currently has 77/120 communes meeting advanced new-style rural area standards, 10 communes achieving model new-style rural areas. The application of science and technology is associated with policies to support new-style rural area. During the implementation process, Dong Nai province has supported VND 37 billion to implement 17 projects of applying science and technology in the locality, in which the provincial and district budgets support 56%, the rest is contributed by project implementers...

Concluding the conference, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that science and technology play an important role in the construction of new-style rural areas, creating new vitality in the countryside.
In the next 5 years, it is expected that agricultural land will shrink. Therefore, it is proposed that scientific research projects in the future must transform thinking from agricultural production to agricultural economy. Agricultural economics associated with market factors, optimizing prices and inputs, reduce production costs. Moving from single-value growth to integrated multi-value growth on the same product. If a research project is small but has a large impact, localities, scientists, relevant ministries, branches and people need to invest, implement well and vice versa.
Science and technology transfer is the transfer of knowledge, professionalism and standardization to farmers and cooperatives to serve substantively and meet the practical needs of farmers. When farmers have knowledge and professionalism, labor productivity will inevitably increase.
