​In 2022, the labor market in the province has shown positive signs when the Covid-19 pandemic is under control, the socio-economic gradually recovers and develops. However, the recruitment of labor still faces many difficulties, especially skilled and highly technical workers.

The joint workshop on vocational skills training between vocational education institutions and enterprises organized by the Department of Labour, Invalids and Social Affairs in collaboration with the Vietnam Confederation of Commerce and Industry (VCCI) recently brought the solution, model to improve the quality of vocational training and equip high-quality resources with skills.

Skilled labor is in short

According to the Dong Nai Industrial Zones Authority, the total number of employees in Dong Nai industrial zones is over 618,000 people. With the ratio of professional qualifications: from intermediate to higher 20%, trained workers (including trained enterprises) 40%, untrained workers 40%. On average, every year, enterprises in industrial zones have the need to recruit 40-60 thousand workers. Businesses have a lot of recruitment needs in the fields of textiles, leather shoes and electronics. Regarding the recruitment demand through concentrated training in the following occupations: CNC mechanical engineer, accountant, welder, machine operator...


In the coming time, Dong Nai will increase to 39 industrial zones according to the approved plan, opening up economic space and potential to attract labor. In addition, the Long Thanh International Airport project that is under construction will require a large number of skilled workers. The province's orientation in the coming time is to develop and attract industries with modern scientific qualifications, employing little labor and not polluting the environment. This is also an opportunity and challenge for labor resources in the current Industry 4.0 era.

According to Deputy Head of Labor Management Department, Dong Nai Industrial Zones Authority Le Thi Nguyet, human resources for the development of industrial zones have become an urgent requirement. In particular, identifying the recruitment needs of enterprises with expertise and skills is the guideline for training human resources according to the labor market, serving the process of economic restructuring. It is forecasted that the industries need to recruit many workers in the coming time will increase such as: precision mechanics, automation, information technology, etc. With the above strict requirements, vocational training institutions need to plan. vocational skills training programs to meet the needs of enterprises.

Over the past time, vocational training institutes in the province have cooperated with enterprises in training workers in the right professions and fields that businesses need. Thereby, providing high-tech resources to meet the production needs of enterprises. However, many businesses believe that the current high-tech labor force in the province is still lacking, not meeting the demand for labor. Therefore, vocational training institutions need to innovate training, have training models according to occupations and apply digital transformation in vocational training insitutions, improve skills for workers.

Vice Chairman of Dong Nai Young Entrepreneurs Association Tran Quoc Nghi said that Dong Nai Young Entrepreneurs Association has about 550 members who are large and small businesses. Currently, the demand for recruiting high-quality, technical workers of enterprises is high, but vocational training institutions still do not have the most favorable model for trained workers to use immediately. Dong Nai Young Entrepreneurs Association hopes that in the near future, vocational training institutions will have a suitable model for the recruitment position of enterprises. The Young Enterprise Association is accompanying vocational schools to share the recruitment needs of the business community so that graduates can get suitable jobs and meet business innovation.

Improve the quality of vocational training

At the seminar on vocational skills training association between vocational training institutes and enterprises, Director of the Bureau of Employers Activities VCCI in Ho Chi Minh City, Bui Thi Ninh, said that in the context of a shortage of skilled labor, the impact of the socio-economic situation and the demand on the labor market, the requirements of the labor market are constantly changing and there is no effective model of connection between enterprises and vocational training institutions in an official and sustainable way.

In addition, graduates have not met the requirements of enterprises well, and businesses that have to retrain workers need an effective model that engages stakeholders effectively. In which, including schools, enterprises, state management agencies and industry associations VCCI to support enterprises in supplying skilled labor. Therefore, Dong Nai needs to establish a provincial vocational training council and a vocational skills council to support, advise, supervise and identify labor market needs to link vocational training institutions and enterprises.

Recently, the German development cooperation organization (GIZ) has supported vocational training institutes in Dong Nai in vocational skills development in order to achieve the goal of improving labor skills in the new situation. A representative of Lilama 2 International Technology College (Long Thanh district) said that since GIZ supported the school in vocational skills training models for employees at enterprises, almost workers quickly absorb knowledge, high technical skills and practical application in enterprises. From there, it shows that the vocational training linkage between vocational training institutes and enterprises has brought efficiency and improved the quality of human resource training. Besides, enterprises do not spend high costs to retrain workers.

Afsana Rezaie, Deputy Director of the GIZ's TVET Reform Program in Vietnam, said that the source of skilled and high-quality labor is workers who are closely trained with production activities of enterprises, thereby improving labor productivity for enterprises. This is also the training trend that advanced countries in the world widely implement. GIZ will continue to support vocational training institutes in Dong Nai in renovating educational content, teaching and learning methods in the digital environment. Building capacity for vocational training institute personnel, building a support system for forecasting training needs and training programs at enterprises. At the same time, ensure the quality of learning results in the online environment.
