In 2021, the Prime Minister approved the investment policy of the Bien Hoa - Vung Tau Highway construction project phase 1 under the public-private partnership (PPP) mode.
In early 2022, in order to speed up the project, the Ministry of Transport submitted to the Prime Minister a pre-feasibility study report on the construction investment project of Bien Hoa - Vung Tau Highway phase 1 for evaluation, and submit to the National Assembly for consideration and decision on investment policies.
To speed up the project, the Ministry of Transport has proposed public investment in the project. Specifically, the Ministry of Transport proposed to spend more than VND17.8 trillion from the State budget to invest in the construction of the Bien Hoa-Vung Tau Highway phase 1.
According to the Department of Transport, the Bien Hoa - Vung Tau Highway project has a total length of more than 53 km passing through the two provinces of Dong Nai and Ba Ria - Vung Tau, of which the section through the province is more than 34km long. The project has the starting point at Km0+000 connecting with the bypass of National Highway 1 through Bien Hoa City (Dong Nai).
Regarding the investment phase, phase 1 of the project is proposed to invest with a scale of 4-6 lanes, a design speed of 100km per hour. In which, the section from Bien Hoa City - Long Thanh (intersection with Ho Chi Minh City-Long Thanh - Dau Giay Highway) and the section from Tan Hiep to National Highway No. 56 will be invested with a scale of 4 lanes in the first phase and 6 lanes when completed); Particularly, the Long Thanh-Tan Hiep section (intersection with the Ben Luc-Long Thanh Highway) will be built with a scale of 6 lanes, then increased to 8 lanes when completed).
As for the site clearance, according to the Department of Transport, the project investor will perform site clearance once according to the investment plan to complete the entire route. For Dong Nai Province, in order to serve the construction of the project, the province will have to recover an area of nearly 373 hectares. Regarding resettlement, according to preliminary calculations, the total number of households that need to be resettled for the project is more than 2,000 households.
Concluding the meeting, Chairman of the Provincial People's Committee Cao Tien Dung asked the Department of Transport to acknowledge the comments of the departments, branches and localities for the pre-feasibility study report of the project. In particular, proposing the Ministry of Transport to include the site clearance of the Bien Hoa-Vung Tau railway project in the project to perform one-time site clearance, to avoid affecting people in the future.
The two localities of Bien Hoa City and Long Thanh District must immediately implement the procedures to soon deploy investment and construction of resettlement areas to serve the project. This is a must-do job without having to wait for the progress of the project-related procedures. The Chairman of the Provincial People's Committee also requested that in 2023, projects to build resettlement areas must be able to implement construction items.
