Development orientation of the Southeast region

“Focusing on strongly developing science, technology and innovation ecosystem, taking the lead in transforming growth models, building digital economy, digital society, manufacturing electrical and electronic products, etc. manufacturing and processing industry; banking and finance, real estate”. This is one of the goals set out in the task of planning the Southeast region for the period 2021 - 2030, with a vision to 2050, which has just been approved by the Government.

The Key Driver Economic Zone of the whole country

According to Decision No. 463/2022 approving the planning task of the Southeast region for the period 2021-2030, with a vision to 2050 signed by Deputy Prime Minister Le Van Thanh, the Southeast region includes 6 localities, namely Ho Chi Minh City, and provinces of Dong Nai, Binh Duong, Ba Ria - Vung Tau, Binh Phuoc and Tay Ninh.

With its position as the most dynamic economic development region in the country, in the planning task of the Southeast region, the Government has also set important goals in the planning. Accordingly, in the 10-year strategy from 2021 to 2030, the Southeast region is identified as a dynamic development region with high economic growth rate. Regarding development orientation, the Southeast region is planned to focus on strongly developing science, technology and innovation ecosystem, taking the lead in transforming growth models, building digital economy and society, digital assembly, production of electrical and electronic products, processing and manufacturing industry; banking, and real estate.

Another important goal required by the Government in the planning task of the Southeast region is to improve the connectivity of regional infrastructure, creating a driving force for linkage and diffusion to promote cooperation and development with the Mekong Delta through corridors N1, N2, North - South Expressway, National Highway No. 50; with the Central Highlands via the Ho Chi Minh City - Da Lat Highway; with the South Central region through the North-South Highway and National Highway No. 55. At the same time, develop the industrial chain - Moc Bai Urban area - Ho Chi Minh City - Cai Mep - Thi Vai Port in association with the Trans-Asian economic corridor. Along with that, promoting the development of Ho Chi Minh City to become an international financial center. Focus on developing Cai Mep - Thi Vai Container Seaport to truly become an international transshipment port. Developing the the airport city of Long Thanh.

The main content of the planning of the Southeast region is also outlined with many notable points such as analysis and assessment of the current situation of factors, natural conditions, and specific resources of the region; comprehensive assessment of strengths, weaknesses, opportunities and threats; key issues to be resolved in regional planning. “Forecasting the prospects and needs of regional development, socio-economic and environmental aspects, spatial and territorial organization; formulation and selection of development scenarios” - the Decision stated.

For Dong Nai, on April 20, the Provincial People's Committee issued a document on the implementation of the decision approving the planning task of the Southeast region in the period of 2021 - 2030, with a vision to 2050. Chairman Cao Tien Dung of the Provincial People's Committee assigned the Department of Planning and Investment to assume the prime responsibility and coordinate with the Departments of Construction, Natural Resources and Environment, Transport, Industry and Trade, Information and Communications, Agriculture and Rural Development, local People's Committees and relevant units to implement Decision No. 463/QD - TTg of the Prime Minister on approving the task of planning the Southeast region in the period of 2021 - 2030, with a vision to 2050.

Focus on developing connection transport infrastructure

In fact, for many years, connecting transport infrastructure has been one of the "bottlenecks" that has prevented the Southeast region from developing commensurate with its potential and advantages.

Mr. Le Anh Tuan, Deputy Minister of Transport said that the Southeast region currently contributes about 40% of GDP to the country. At the same time, this is also an area that contributes a lot to the national budget revenue. "This is the locomotive area and the driving force for the country's economic development," said Deputy Minister Le Anh Tuan.

Therefore, in order for the "leading" sector to continue to develop, thereby increasing the competitiveness of the economy, production activities need to be ensured smoothly. In that context, the transportation sector plays a very important role, especially the investment in the construction of the connecting expressway system needs special attention.

According to Deputy Minister Le Anh Tuan, the Government for the 2021-2025 term has paid great attention to and prioritized investment resources in the construction of transport infrastructure systems, especially highways connecting the Southeast region.

Currently, the Prime Minister has approved the investment policy to build the Bien Hoa - Vung Tau Expressway and is about to approve the investment policy of the Dau Giay - Tan Phu Expressway. Besides, Ring Road 3-HCMC, an important route connecting the provinces of Dong Nai, Binh Duong, Ho Chi Minh City and Long An is also about to be approved for investment policy. “It is very important to quickly implement investment procedures for the early implementation of the above projects. Because these projects not only help Dong Nai, the Southeast region in particular, but also the whole country in general develop and increase the competitiveness of the economy "- Deputy Minister Le Anh Tuan emphasized.

With a series of connected transport infrastructure projects that have been implemented and are being implemented, it can be said that in the coming time, the Southeast region will get a great boost for development.

That development momentum will be increased when the Long Thanh International Airport project phase 1 is expected to be put into operation in 2025.

According to Deputy Prime Minister Le Van Thanh, the Long Thanh Airport project is "a key project of the national focus, the heart of the center". This is a project that will raise the status of the country. Therefore, Dong Nai must pay attention to planning, focusing on urban development around the airport to create a driving force to promote development not only for the locality but also for the entire Southeast region.
