Recently, Standing Committee of the Provincial Party Committee continuously held a conference to refresh and update knowledge for members of the Executive Board of the Provincial Party Committee and the key cadres in the province in 2022.

of the Provincial Party Committee; Ho Thanh Son, Standing Deputy Secretary of
the Provincial Party Committee; Cao Tien Dung, Deputy Secretary of the
Provincial Party Committee, Chairman of the Provincial People's Committee; Thai
Bao, Standing Member of the Provincial Party Committee, Chairman of the
Provincial People's Council attended the conference.
This is the online conference forecasting from the Meeting Hall of the Provincial Party Committee to other 14 Party locations of the province with the attendance of more than 2,000 cadres. At the conference, Dr. Vo Huu Phuoc, Dean of the Faculty of Leadership and Public Policy, Political Academy Region II discussed the topic "Strengthening management, exploitation and efficient use of natural resources, protecting the environment, and respond to climate change, natural disaster prevention and mitigation”.
Dr. Phuoc said, strengthening natural resource management, environmental protection, and proactively adapting to climate change is the issues of long-term concern and research, not only in developed countries but also in developing countries. This is gradually shifting to developing and underdeveloped countries because of the depletion of resources, environmental pollution, and the extent of vulnerability from climate change is extremely high.
Dr. Phuoc emphasized: “We should not exploit all the natural resources. For example, the Dong Nai River, according to experts' calculations, is only allowed to exploit 30% of the water volume, not only the Dong Nai River but rivers in Vietnam are being exploited for more than 50% of the river water and even more maybe".
The participants also listened to Dr. Mai Chiem Hieu, Vice Dean of the Faculty of Economics and Politics, Political Academy Region II, discussed the topic "Innovation of growth model and restructuring of the economy on the basis of science-technology and innovation and suggestions for Dong Nai Province”.
According to Dr. Hieu, Dong Nai's growth rate before 2019 was quite high, but since 2020, the economic growth rate has declined sharply. However, in terms of scale, Dong Nai's GRDP has steadily increased. Thus, the province's growth rate tends to slow down and decline.
In terms of labor productivity, Dong Nai is higher than the national average, but compared to the Southeast region, the productivity of Dong Nai in the period 2015-2019 is lower. The Provincial Competitive Index (PCI) and Public Administration Reform Index (PARI) are also not high. The implementation of digital transformation, Dong Nai ranked 20th in the country, 2nd in the Southeast region.
Dr. Mai Chiem Hieu suggested that in order to "take off" Dong Nai's economy managers should pay attention to 3 key issues: infrastructure must be developed; Institutions can promote the innovation ecosystem in the direction of building specific mechanisms and policies, strongly supporting the development of start-ups, quickly transitioning from executive government to creating and serving government for and human resource development.
