On May 31st morning, the congressional delegation of Dong Nai province had a meeting with related departments and branches to collect ideas for draft environmental protection tax law.
The draft environmental protection tax law consists of four chapters and 14 articles which indicates clearly tax payers, tax brackets, bases for tax subjects, tax payment time, and execution terms, etc. Representatives all think that the law issuance is essential to produce financial sources to compensate for environmental protection expenses. However, it is vital to indentify clearly tax subjects. Accordingly, representatives suggested putting all polymer-based products distilled from petroleum to the tax subject list, not only plastic bags according to the draft law. For plant protection medicine that is limited to use, it is necessary to indentify clearly and specifically and for goods for export, it should be put in the tax subject too.
Most of ideas about the draft tax law indicate that the tax brackets in the draft law are so wide and at high rate and should be narrowed and lowered to be suitable for income of the majority of people. Nevertheless, what representatives most worry about is when products like petroleum, plant protection medicine farmers are taxed, farmers have to pay all whereas their production has showed a lot of difficulty.
