Complete the Detailed Planning and Environmental Report for the Vinh Tan Waste-to-Energy Project by September

(News Portal – Dong Nai) – On August 20th, Vice Chairman of the People's Committee of Dong Nai Province, Mr. Vo Van Phi, met with departments, sectors, Vinh Cuu District, and LE DELTA Joint Stock Company (the investor) regarding the feasibility study report for the Waste-to-Energy Plant Project in Vinh Tan Commune, Vinh Cuu District, under the public-private partnership (PPP) model (referred to as the Vinh Tan WTE Project).

Vice Chairman of the People's Committee of Dong Nai Province, Mr. Vo Van Phi, concluded the meeting. 

According to Mr. Phan Trung Hung Ha, Deputy Director of the Department of Planning and Investment, the feasibility study report for the Vinh Tan WTE Project is still incomplete, delayed by about 2 months compared to the province's plan. Three major issues are hindering the project: the detailed 1/500 planning for Vinh Cuu District has not been completed, the environmental impact assessment report submitted to the Ministry of Natural Resources and Environment has not been approved, and these two obstacles have delayed the investor selection process.

Vice Chairman Vo Van Phi emphasized that this is a significant project with environmental implications, and the province aims to implement it promptly. However, nearly two years have passed without a feasibility study report or an investor selection. The responsibility for this lies with the Department of Planning and Investment, the Department of Natural Resources and Environment, the People's Committee of Vinh Cuu District, and LE DELTA JSC.

The provincial leadership requires the investor to seriously and responsibly prepare the technology explanation dossier for the provincial science and technology appraisal council. Once the technology dossier is available, the environmental impact assessment report should be resubmitted to the Ministry of Natural Resources and Environment. The Department of Natural Resources and Environment and the Department of Science and Technology are to advise and support the investor in completing this task by September.

Regarding planning, the People's Committee of Vinh Cuu District should follow the investor selection bidding process, allocating local budget resources to complete the 1/500 detailed planning task in September.

The Vinh Tan Waste-to-Energy Project was approved by the Provincial People's Council in the investment policy under Resolution No. 28/NQ-HĐND dated September 22, 2022. The project has a total investment of nearly VND 2.3 trillion, comprising two phases: phase 1 with a processing capacity of 800 tons/day and generating 20MW of electricity, and phase 2 increasing the capacity to 1,200 tons/day, generating 30MW of electricity. ​
