Completion of the Land Auction Plan in January 2025

(News Portal – Dong Nai) - On January 14, Chairman of the Provincial People's Committee, Mr. Vo Tan Duc, held a working session with the Provincial Land Fund Development Center, along with relevant departments, agencies, and localities, to discuss the 2025 land-use rights auction plan.

At the session, Mr. Mai Phong Phu, Director of the Provincial Land Fund Development Center, stated that the responsibility for developing and implementing the land auction plan has traditionally been under the Department of Natural Resources and Environment. Currently, the department has submitted the 2025 land-use rights auction plan to the Provincial People's Committee. This plan has undergone consultation with Provincial People's Committee members and is being finalized for approval.

According to the plan, the province intends to auction 39 land plots this year. Among these, 17 plots have essentially completed their procedures. For the remaining 21 plots under previously issued land exploitation projects, it is recommended that the Provincial People's Committee assign the relevant departments, agencies, and localities to complete the necessary procedures for auctioning. Additionally, one more land plot in Xuan Loc District has been added to the auction list.

Director Mai Phong Phu also highlighted obstacles concerning the land plots scheduled for auction, particularly regarding specific regulations for evaluating the conditions and qualifications of auction participants, selecting the auction organizing entity, and assigning the Provincial Land Fund Development Center to lead and submit the annual land-use rights auction plan.

Chairman Vo Tan Duc noted that from 2021 to the end of 2024, land auctions failed to meet expectations. This was attributed to the frozen real estate market, a lack of appraisal units and slow appraisal processes, prolonged planning and review procedures, and weak coordination between localities and relevant departments.​

The Chairman agreed with the proposal to include 39 land plots in the 2025 land-use rights auction plan. He tasked the Provincial Land Fund Development Center with developing the plan and submitting it to the Provincial People's Committee for approval within January 2025.

Land Plots in the 2025 Auction Plan 

Priority will be given to land plots that have almost completed their procedures. Additionally, efforts will focus on completing procedures to auction three large land plots in Long Thanh District within the first half of this year.

The Chairman directed the Provincial Land Fund Development Center, relevant departments, and localities to focus on three key tasks: select competent and experienced consulting units to appraise land values quickly and ensure prices align with market conditions; simultaneously conduct planning, appraisal, and land recovery to shorten timelines; hold the heads of units accountable for each stage and task under their assigned responsibilities outlined in the provincial land auction plan.

The Department of Natural Resources and Environment was assigned to lead the evaluation and appraisal of the qualification dossiers of entities participating in the land auctions. ​
