To attach importance to job training for laborers

​On October 9, Mr. Bui Sy Loi, Deputy Chairman of the National Assembly's Committee for Social Affairs, led the delegation to attend a working session with the Department of Labor, War Invalids and Social Affairs on the implementation of the policy, labor laws, employment, social insurance and health insurance in the province.

 At the meeting, such issues as encouraging laborers to attend vocational training before finding employment, ensuring rights and interests for laborers; preparing and providing training for the people who need additional jobs to increase incomes due to land clearance for Long Thanh international airport project... caught the attention of the delegation.

* Rights protection for laborers

According to Mr. Pham Van Cong, Deputy Director of the Department of Labor, War Invalids and Social Affairs, there are few cases when enterprises in the province terminate labor contract with laborers. Up to now, only three enterprises have agreed to terminate labor contracts with more than 1.5 thousand workers who are over 35 years old, including: Pouchen Vietnam Co., Ltd., Taekwang Vina Industrial Joint Stock Company (Bien Hoa City) Changshin Vietnam (Vinh Cuu District). 348 billion VND is the total amount of money paid to employees.

In addition, Splendour Company Limited (Nhon Trach 1 Industrial Park, Nhon Trach District) has not complied with the law when the labor force has to resign the contracts to receive lower wages.

In order to protect the rights of workers, the provincial authorities have conducted several inspections and asked enterprises to have remedies for illegal activities. "The Trade Union at all levels also propagandize workers on their rights when quitting jobs before the contract expiration. In order to do so, the Executive Committee of the grassroots trade union must ensure the benefits of laborers as well as satisfaction of the enterprise owner. "- Ms. Nguyen Thi Nhu Y, Standing Vice Chairman of Provincial Labor Federation, emphasized.

According to Ms. Nguyen Thi Nhu Y, the new formula to calculate the new pension starting on January 1st 2018 has a great impact on female workers. Accordingly, 55 year old female laborers who retiring from 2018 onwards shall have to pay social insurance premiums for full 30 years to earn 75% of the monthly average salary (before 2018, only pay 25 years to earn the maximum rate of 75%). Therefore, the provincial Labor Federation will work closely with the parties to update this information and ensure the rights of workers.

* Attracting apprenticeship during unemployment

From 2015 up to now, there have been about 36,000 people applying for unemployment insurance in the whole province (between ages 25 and 40, accounting for 61%). Vocational training is supported after unemployment; however, the enrollment rate is low. Over the past three years, only over 4.9 thousand people have agreed to attend vocational training among a total of more than 106,000 unemployed.

"The reason is that unskilled labor is easy to find jobs in Dong Nai. Therefore, there are many cases where workers quit jobs to enjoy unemployment benefits, while applying for another job with higher incomes and better conditions, so they don’t have the intention to attend vocational training courses. On the other hand, more than 60% of migrant workers only need to find jobs, but not willing to take on apprentice before going to work, "- said Mr. Huynh Ngoc Long, Director of Dong Nai Job Service Center. .

Mr. Phan Van Men, Director of the Provincial Social Insurance Agency, said that the whole province had about 10,000 / 26,800 enterprises paying social insurance for employees. In 2017, social insurance faced many difficulties due to workers' changing jobs. For the first 6 months of the year, the whole province has seen an increase by 19,000 people participating in social insurance.

In this regard, Mr. Bui Sy Loi suggested the province study and adopt new policies to encourage laborers to take on apprenticeship during unemployment. It may be necessary to raise the level of financial support from the Unemployment Insurance Fund to provide vocational training for workers. Mr. Loi also emphasized: "There are now many people who want to quit jobs to enjoy one-time social insurance. That money is only an immediate benefit to workers, which in the long run will have many implications, affecting social security and many other issues.
