Morning of September 24, in Nhon Trach district, the Ministry of Transport, in coordination with the Provincial People's Committees and Ho Chi Minh City, held the groundbreaking ceremony of component 1A project, Tan Van - Nhon Trach section, phase 1 of Ring Road 3-Ho Chi Minh City.

Attending the groundbreaking ceremony were Deputy Minister of Transport Le Anh Tuan; Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan; Vice Chairman of the Provincial People's Council Hoang Thi Bich Hang; Vice Chairman of the Provincial People's Committee Vo Tan Duc; Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang and representatives of the Korean Embassy and ODA sponsors.

Component 1A project has a length of about 8.22km, including 6.3km through Dong Nai and 1.92km through Ho Chi Minh City. The starting point of the project intersects with provincial road 25B in the territory of Nhon Trach district and the end point intersects with the highway Ho Chi Minh City - Long Thanh - Dau Giay in Thu Duc city (HCM city), the construction period is 3 years.
The project is built with the scale of plain grade III road, design speed 80km/h. The width of the roadbed is from 20.5m-26m, including 4 lanes for motor vehicles and 2 lanes for mixed traffic. Total investment is VND 6,955.65 billion. In which, the cost of site clearance is VND 2,250.73 billion (including VND 651.3 billion in Dong Nai and VND 1,599.4 billion in Ho Chi Minh City). The project is invested with ODA loans of the Korean Government through the Economic Development Cooperation Fund (EDCF) and the counterpart capital of Vietnam Government.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Vo Tan Duc said that Nhon Trach is located adjacent to Ho Chi Minh City through the Long Tau river, Nha Be river and Dong Nai river so have advantages for Nhon Trach district's socio-economic development, but the "barrier" is the ability to connect traffic. According to the development orientation, Nhon Trach new urban area will be a grade 2 urban center, the center of industry, commerce, service, education and training, science and technology of Dong Nai province and the Southeast region. However, after 20 years of construction due to limitations in transport connections, so far, Nhon Trach urban area has not yet met the criteria of a grade 2 urban area as well as attracting people to live.

Also according to Vice Chairman of the Provincial People's Committee Vo Tan Duc, Component 1A project, when completed, will create a new connection direction between Nhon Trach district and Ho Chi Minh City as well as localities in the region. Since then, opening the opportunity for Nhon Trach district to become a grade II city, and at the same time creating a premise to complete the entire Ring Road 3-Ho Chi Minh City project. In the coming time, the Provincial People's Committee will continue to direct Nhon Trach district and other departments and agencies to focus on performing the work of compensation for site clearance to hand over the site to the project investor in 2022 for the section through Dong Nai.

At the ceremony, before issuing the order to start the project, Deputy Minister of Transport Le Anh Tuan said that the Southeast region is one of the most important economic, political, cultural and educational centers of Vietnam. With the role of economic locomotive, the contribution rate of the Southeast region accounts for about 34% of GDP. In addition, the region is also the largest industrial, seaport and logistics center of the country. However, the transport infrastructure system of the Southeast region is facing overload and lack of synchronous connectivity. This is one of the reasons that directly inhibit the economic growth of the region.

Component 1A project, when completed and put into operation, will contribute to the formation and completion of the Ring Road 3 Ho Chi Minh City, thereby improving the connectivity between the city and neighboring provinces, connecting satellite cities; expanding space for land fund development, commercial, service, industry, promote socio-economic development for the Southern key economic region. At the same time, contributing to effectively solving traffic congestion in the center of Ho Chi Minh City.
