REPORT ON SOCIO-ECONOMIC OVERVIEW OF THE FIRST QUARTER 2011
In accordance with Resolution No.01-NQ/TU dated January 6, 2011 of The Provincial Party Committee’s Executive Board (the 10th term) and Resolution No.187/2010/NQ-HDND dated December 9, 2010 of the Provincial People’s Council on targets and solutions to implement socio-economic and national defense-related tasks in 2011 and Decision No.3289/QD-UBND dated December 10, 2010 of the Provincial People’s Committee on assignment of socio-economic targets, plans and state budget’s estimates in 2011, although the first quarter 2011 saw complicated changes in prices of essential goods and loan interestn rate, energy rate and oil price, the province remained its economic growth rate thanks to the proper direction by the People’s Committee since late December 2010. GDP in the first quarter 2011 (at 1994 constant price) is 9221 bill.dongs, gaining 22.4% of the plan, increasing 13.14% over the same period. This includes 5748 bill.dongs from industry-construction sector (21.3% of the plan, up 14.22% over the same period), 2531 bill.dongs from service sector ( (24.9% of the plan, up 14.5% over the same period), 941 bill.dongs from the agriculture/forestry/fishery ((24% of the plan, up 3.8% over the same period). Detailed are as follows:
THE OVERVIEW:
I. ECONOMY:
1. Manufacturing:
1.1. Industry - construction:
The gross output estimated in the first quarter 2011 is 19,736 bill. dongs (at fixed 1994 price), gaininng 23.4% of the plan, up 17.2% over the same period.
a. Industrial manufacture:
The estimated industrial output in the first quarter 2011 is 28,129 bill. dongs, gaininng 23.3% of the plan, up 17.1% over the same period.
Specifically, the Central State Ownership gains, in the first quarter 2011, is 2260 bill. dongs, gaininng 21.4% of the plan, up 2.7% over the same period.
The local State ownership gains, in the first quarter 2011, is 707 bill. dongs, gaininng 21.2% of the plan, up 9.1% over the same period.
The non-state ownership gains, in the first quarter 2011, is 3682 bill. dongs, gaininng 23.3% of the plan, up 19.6% over the same period.
The foreign-invested ownership gains, in the first quarter 2011, is 21,480 bill. dongs, gaininng 23.6% of the plan, up 18.8% over the same period
Key industrial sectors:
In the first two months, eight out of nine industrial sectors all over the province have their output value increased against the same period as followed:
+ Building material exploitation and production: the output goes up 12.8% over the same period
+ Agricultural produce and foods processing: the output increases by 18.5% against the same period
+ Textile, garment and footwear: the output increases by 21.2% against the same period
+ Wood and bamboo processing: the output increases by 18.8% against the same period
+ Paper and Publishing: the output increases by 7.1% against the same period
+ Chemicals, rubber and plastic: the output increases by 14.3% against the same period
+ Machinery: the output increases by 18.7% against the same period
+ Electricity and Electronics: the output increases by 11.2% against the same period
+ Power and Water: the output is 68.9% as much as the same period.
1.1.2. Construction:
In the first two months, the construction sector gains around 1607 bill. dongs, up 19% over the same period
1.2. The output value of the agriculture, forestry and fishery:
1.2.1. Agricultural production:
a/ Farming:
Winter/spring crops 2010-2011: up to March 10, 2011, the total area under crop is 35,472ha, gaining 97.65% of the plan and 95.82% as much as the same period. This area includes 22,498ha of cereals (92.58% of the plan, 92.15% as much as the same period); 6456ha of food crops (92.2% of the plan, or 104.27% as much as the same period) and 2688ha of annual industrial crops (119.84% of the plan, 86.6% as much as the same period).

The cultivation progess of the winter/spring crop in some districts is slower than the plan. The main reason is that the water supply in irrigation ditches, lakes and rivers are empty so some of areas can not be cultivated. Besides, farmers avoid pests and some epidemic diseases in rice and cassava so they do not plant these kinds of plants in perennial plant gardens. Some of the districts gain rather higher progress rate than planned such as Thong Nhat 103.51%, Cam My 109.34%, Xuan Loc 105.73% and Vinh Cuu 113.94%.
The cultivated area of some key plants in winter/spring crops is estimated as follows: 13,656ha of rice (93.48% of the plan, 86.35% over the same period), 8842ha of corn (91.23% of the plan, 102.81% over the same period), 6546ha of food crops (92.2% of the plan, 104.27% over the same period), 2688ha of annual industrial crops (119.84% of the plan, 86.6% over the same period)
* About pests:
- Piriculariose is spreading widely with the affected area of 371ha (41ha higher than the previous month); long stink bugs and yellow snails also widely spreads in Dinh Quan and Trang Bom
- Anobium borer in corn and Anthracnose disease và mealy bugs in mango start developing in districts of Vinh Cuu, Xuan Loc, Dinh Quan but not just so serious.
- Pink disease fungus in coffee affects 321ha (71ha higher than the previous month)
- Besides, other pesks like stink bugs, red mosquitoes, thrips in cashew appear widely in Vinh Cuu, Long Khanh, Xuan Loc, Tan Phu, Cam My and bệnh phấn trắng in rubber trees. The agriculture and rural development sector has collaborated with localities to motinor the progress of pests in order to have proper prevention and solution.
b/ Breeding:
Cattle and poultry tend to increase in both quatities and quality
Functional agencies assigned their officials to tightly monitor diseases in cattles and domestic fowls. They also remained hotlines to receive information about foot and mouth diseases that are likely to occur.
Vaccination: Cattles and poulty were vaccinated.
Buffaloes and cows were given 2286 foot and mouth disease vaccine doses; 534 tụ huyết trùng vaccine doses;
Goats: 803 foot and mouth disease vaccine doses;
Pigs: 226,088 foot and mouth disease vaccine doses; 148,256 cholera vaccine doses; 96,469 tụ huyết trùng vaccine doses and 51,237 phó thương hàn vaccine doses;
Chickens: 569,276 newcastle doses; 4880 gumboro doses and 2332 H5N1 vaccine doses.
1.2.2. Forestry:
In the first quarter 2011, there are 695ha of forests under care in the province of which 361ha are used for regenerative purpose.
Inspection in the first quarter detected four cases of illegal deforestation, 15 cases of violation of wild animal protection regulations, 28 cases of illegal forest product purchase and transportation, 4 cases of violation of wood and forest product processing regulations.
1.2.3. Fishery:
The general fishery output in the first quarter are estimated at 10,715 g, increasing 18.5% compared to the same period. This output includes 9190 metric tonsof fish (up 17%) and 1332 metric tons of shrimps (up 23.5%). The aquaculture output in the first quarter are estimated at 9852 metric tons, increaing 17% compared to the same period. This output includes 8440 metric tons of fish (up 10.5%) and 1300 metric tons of shrimps (up 25.2%). The catching output are estimated at 826 metric tons, increasing 39.5% compared to the same period. This includes 750 metric tons of fish (up 55%) and 32 metric tons of shrimps (down 20%).
In general, the aquaculture in the early months of the year are stable without any occurance of epidemic diseases. However, nealy 28 metric tons of fish died because the water enviroment in Cai River (a river branch of Dong Nai river) in Thong Nhat ward, Bien Hoa city were polluted by the wastes discharged by some of factories around the area.
2. Trade, service, import-export and tourism:
2.`1 Trade and service:
2.1.1. Domestic market:
Total estimated retail sales value in the first quarter 2011 is 15,886.4 bill. dongs, gaining 23.1% of the plan, increaing 26.3% over the same period, including an incease of 26.2% from the trade sector, 29.4% from the restaurant-hotel sector, 25.3% from the service sector and 23.2% from the tourism sector.
State economic sector:
Estimated total retail sales in the first quarter 2011 is 1067.4 bill. dongs, gaining 24.2% of the plan, increaing 20.9% over the same period.
Non state economic sector:
Estimated total retail sales in the first quarter 2011 is 14,017.4 bill.dongs, gaining 23% of the plan, increaing 27.2% over the same period.
Foreign-invested sector:
Estimated total retail sales in the first quarter 2011 is 801.6 bill.dongs, gaining 24.1% of the plan, increaing 20% over the same period.
2.1.2. Market price:
Price index in March 2011 is 2.44% higher than February 2011 and 12.19% higher than March 2010 and 5.7% higher than December 2010.
Gold and USD index: in March 2011, gold price is 4.49% higher than the previous month and 4.29% higher than the same period; USD price is 3.7% higher than the previous month and 12.78% higher than the same period and 3.27% higher than December 2010.
2.1.3. Post and Telecommunications – Information technology:
a/ Post and Telecommunications
The telephone rate in the first quarter 2011 is 137 pieces over 100 people, gaining 114.2% of the plan
Rate of local population having access to the internet in the first quarter 2011 is 24.8%
b/ Information technology
Complete the draft plan for application of information technology in operation of state-run agencies in Dong Nai for 2011-2015 period based on suggestions of members in the IT Steering Board.
2.1.4. Finance:
Budget revenues: total budget revenues in the first quarter is 5,298.73 bill.dongs (including 213.4 bill. dongs gained grom lottery), gaining 26% compared to the estimate, up 32% over the same period.
Budget expenditure: total local budget expenditure in the first quarter is 1,732.67 bill. dongs, getting 24% compared to the estimate, up 42% over the same period.
2.1.5. Banking activities:
Capital source: local mobilized capital till March 31, 2011 is estimated at 52.314 bill. dongs, up 1.9% compared to December 31, 2010. This capital includes 34,239 bill. dongs from savings, (accounting for 65% of the total capital, up 7.9% compared to December 31, 2010) and 18,075 bill. dongs from economic organizations (accounting for 35% of the total capital, down 7.7% compared to December 31, 2010)
Outstanding loans: the total outstanding by late Mach 2011 is estimated 48,521bill.dongs, up 1% compared to December 31, 2010. Specifically, short-term outstanding is 32,024 bill. Dongs, up 0.02% compared to December 31, 2010; medium and long-term outstanding loans is 16,497 bill. dongs (accounting for 34% of the total outstanding, up 2.9% compared to December 31, 2010)
2.2 Export – import:
Export: export turnover in the first quarter 2011 is US$ 2,148.4 million, gaining 25.9% of the plan, up 38.2% over the same period, including the turnover gained from:
Central enterprises: US$ 34.4 million, gaining 19.7% of the plan, up 34.9% over the same period
Local enterprises: US$ 94.3 million, gaining 21.2% of the plan, up 36.5% over the same period.
Foreign invested enterprises: US$ 2019.7 million, gaining 26.3% of the plan, up 38.3% over the same period.
Import: Import turnover in the first quarter 2011 is US$ 2458.9 million, gaining 25.6% of the plan, up 20.4% over the same period, including the turnover gained from:
Central enterprises: US$ 15.8 million, gaining 19.8% of the plan, up 11.3% over the same period
Local enterprises: US$ 39.2 million, gaining 23.1% of the plan, up 18.4% over the same period
Foreign invested enterprises: US$ 2403.9 million, gaining 25.7% of the plan, up 20.5% over the same period.
3. Transportation:
Freight volume and freight volume traffic in the first quarter is estimated at 8183 million metric tons and 559.666 million metric tons per kilometer, rising 7% and 8% over the same period respectively
Passenger volume and passenger volume traffic in the first quarter is estimated at 16.003 million persons and 1,003.590 million persons per kilometer, increasing 9% and 10.2% respectively.
4. Development investment:
Total capital for investment and construction in the first quarter is around 8854 bill. dongs, achieving 24% of the plan, up 20% over the same period.
4.1/ Investment capital from the province’s budget: the plan for investment and construction in 2011 assigned by the provincial people’s committee is 1507 bill.dongs. The volume done in the first quarter is estimated at 407 bill. dongs, achieving 27% of the plan, of which 330 bill.dongs has been disbursed, gaining some 22% of the plan.
Progress of key construction works in 2011:
* Transitional projects:
- Dong Nai General Hospital: main items of the project are under construction. The volume done in the first quarter is around 4 bill.dongs
- Road 25A (Provincial Road 769): the first and the second road sections are under construction while the remaining road sections are not due to incomplete compensation. The volume done in the first quarter is around 13 bill.dongs.
* New projects:
- Road 25B, Nhon Trach District (running from Formosa IZ to DIC Concrete Company and from Nhon Trach District Centre to the end of the project): the provincial People’s Committee has decided to change this project to BT investment so it may not be carried out by the capital from the province’s budget.
- Road Xuan Bac – Suoi Cao – Xuan Thanh in Xuan Loc District (connecting Dofico IZ): the tending plan is waiting for approval
- Hoa An Bridge: the project has started since December 2010. The volume done in the first quarter 2011 is around 4 bill.dongs.
- Workshop and sports ground of Dong Nai University: the project has just started since March 2011.
Vocational Secondary School, Long Thanh and Nhon Trach: the project is under construction. The volume done in the first quarter is 32 bill.dongs.
* Expecting projects:
Inter-port Road, Nhon Trach: dossiers for compensation and site clearance are being prepared.
4.2/ Investment capital allocated to district level authorities:
Total capital allocated to district level authorities for investment in 2011 is 773 bill.dongs. The volume done in the first quarter is estimated at around 216 bill. dongs, achieving 28% of the plan, of which 170 bill.dongs has been disbursed, gaining some 22% of the plan.
5. Foreign investment attraction: the total newly and supplement registered capital, from the beginning of the year to March 18, 2011, is around US$ 84.3 million, achieving 5.6% percent of the year’s plan, 73.2% as much as the same period. The money disbursed in the first quarter is US$ 100 million.
6. Domestic Capital Attraction:
Total domestic investment is, up to March 18, 2011, 2287 bill. dongs (11 projects), gaining 7.6% of the plan, 10.2% as much as the same period.
7. Development of state enterprises:
Total capital registered from state business sectors is, in the first quarter, around 4500 bill.dongs (including the newly and supplement registered one), gaining 28% of the plan and 81.8% as much as the same period. These enterprises include 430 newly established ones with the total registered capital of 3000 bill. dongs and 195 turns of enterprises applying for capital supplement worth 1500 bill.dongs.
8. Management of land, environment and natural resources:
The natural resources – environment sector has fulfilled plans and targets assigned by the Party Committee, People Council and People Committee in 2011
Such duties as measuring and making cadastral
maps, registering land, collecting land statistical data, issuing land use
right certificates, house and ownership certificates and other land-attached
property ownership certificates are well carried out
Management of water and minerals resources continues to be
promoted to meet the time required for the mineral planning in 2020
Inspection and investigation of natural resources and environment are started since the beginning of the year
9. Science and Technology:
Assess 17 studies; preliminary assess 4 studies; test 8 studies before acceptance and application into practice
Make plans to carry out socio-economic programs for the 2011-2015 period, for example, the training program for S&T human resource development, the aiding program in application of advanced management tools and IPR aid program
II. Socio-cultures:
1. Cultural, tourism and sports activities:
Continue disseminating resolutions of the province; well-organize cultural, tourism and sports activities to celebrate national public holidays; disseminate military recruitment in 2011
Preserve relics to promote cultural and heritage values
Cultural lives and family well-being are paid attention for better improvement
Regularly inspect and investigate establishments doing business in public cultural services, tourism services
Dong Nai welcome, in the first quarter, 686,300 turns of tourists, gaining 28.6% of the plan, which brings a revenue from tourism worth around 136.2 bill.dongs, gaining 27.8% of the plan.
2. Education and Training:
Monitor any work involved in the good teacher competition at junior and senior high schools; check up on how well schools foster their weak students; exclusively inspect education and training offices and senior high schools
Issue informatics and foreign language certificates; implement the project to merge cultural and sports centres with community learning centres into cultural, sports and community learning centres in districts
Make a report on the selection to universities/colleges/professional vocational schools in 2010; organize workshops to give advice about the selection in 2011 in collaboration with Dong Nai Radio and Television Station, Dong Nai Youth Union and universities/colleges/professional vocational schools
3. Health care activities:
Carry out measures against infectious diseases;
Check up on food hygiene and safety at establishments specialized in producing, processing and dealing in food
Celebrate the 56th anniversary of Vietnamese Physicians’ Days (February 2)
Carry out national targeted programs:
+ Tuberculosis prevention: found 472 new patients with tuberculosis, 90 percent of who were successfully treated
+ Leprosy prevention: the existing rate of the disease is below 0.2/10,000; only one patient were found to suffer from leprosy and already successfully treated
+ Free vaccination: 8132 children were fully vaccinated, gaining 17.1% of the plan
+ Dengue fever prevention: there were totally 486 cases with dengue fever in the province, increasing 50.5% over the same period but causing no deaths
+ Malaria prevention: the number of patients with malaria was 28.2 percent lower than the same period with 2 acute cases but no deaths
+ HIV/AIDS prevention: 3425 blood samples were tested for HIV and 104 people were found to be infected with AIDS
+ Medical checkup and treatment: there were 63,258 in-patients
8. Social welfares and policies:
In the first quarter 2011, 21710 people were helped to find jobs, gaining 24.1% of the plan, up 1.1% compared to the same period. Among them, 21954 people had jobs via socio-economic programs and 100 people were financially aided to earn a living and 16 people were trained to work abroad.
Also, in the first quarter 2011, 11832 people graduated from vocational training courses (gaining 19.9% of the plan, down 10.5% over the same period) including 7000 people were trained by their working places after being recruited.
Poverty reduction: In this quarter, 191 turns of poor households are given preferential loans worth 2.1 million dongs, gaining 20% of the plan in terms of the number of households and 23% of the plan in terms of the money value
16,677 people with great contribution to the nation, 94 people entitled to policy 290 and 139 veterans were give free health insurance cards,
Organize training courses on design, supervision and assessment of children labour project for 30 officials from provincial departments and sectors, 2 districts of Dinh Quan and Vinh Cuu and 4 communes of Ma Da, Phu Ly, Phu Ngoc and Phu Cuong, which are aided by the International Labour Organization
Perform heart surgeries for 14 children living in districts of Thong Nhat, Xuan Loc, Dinh Quan Trang Bom, Vinh Cuu, Tan Phu and Long Thanh which are worth around 932.1 million dongs
5/ Internal Affairs:
Promulgate decisions to recruit 201 civil servants
Make reports on the management and fillings of records as well as maps and administrative land boundary
Submit the people’s committee for approval the decision to replace administrative procedure sets of Finance Department and Construction Department
Draw up plan for administrative reform in 2011 and the plan to ask for opinions from the public and enterprises about administrative reform
6/ External Affairs:
134 turns of officials and civil servants were allowed to go abroad in 15 countries and territories for the purpose of attending conference, exhibition and training courses, learning, sight-seeing, travel and doing business
35 foreign delegations came to the province for the purpose of paying working visits to the provincial leaders; attending the international female volleyball competition, VTV Binh Dien Cup; introducing about Vietnam-Australia training program and giving training in English teaching skills for teachers in Dong Nai.
7. Results of implementation of the Government’s Resolution No.11/NQ-CP dated February 24 2011 and The Provincial People Committee’s Decision No.621/QD-UBND dated March 11 2011
It is expected to save 60.6 bill.dongs in the 9 remaining months thanks to a saving of 10 percent of regular expenditure
+ Adjust the plan for investment and construction:
As for the plans whose targets are directly assigned by the provincial people’s committee: cut down 114.298 bill.dongs including 82.9 bill.dongs from 14 projects that are suspended and 32,398 bill.dongs from 32 projects that are prolonged
As for the plans whose targets are directly assigned by the district-level people’s committees: cut down 18.207 bill.dongs including 10.907 bill.dongs from 10 projects that are suspended and 7.3 bill.dongs from 7 projects that are prolonged
Department of Labour, War Invalids and Social Welfares already made a plan to support the poor in getting access to power. 42,423 households living below the poverty line are aided 30,000 dongs per months so the supported money should be 12,726,900,000 dongs in 10 months 2011 (from March to December)
After Tet Holiday, the price inter-sector inspectorate led by Department of Finance investigated 15 units in districts of Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom and Bien Hoa city and found 5 units to violate regulations in purchase
From 16 to 17 of March 2011, State Bank Dong Nai Branch sent 2 inspectorates to inspect 23 credit organizations across the area and found most of them to comply with law provisions rather well
On March 1, 2011, State Bank Dong Nai Branch promulgated the project No.201/NHNN-DNA 1 about monetary policies and banking activities in Dong Nai in 2011
On March 12 2011, the People’s Committee held a meeting for enterprises all over the province to promulgate the Government’s Resolution No.11/NQ-CP dated February 24, 2011 and the provincial people committee’s Decision No.621/QD-UBND dated March 11 2011. It also held a seminar Solution for Development of Production and Business in the Inflation-Curb Period
8. Other affairs:
8.1. Inspection, people-receiving; settlement of complaints, accusations; prevention and fighting of corruption:
a/ Inspection:
In March 2011, 6 inspections were performed
Inspectors from departments continued inspecting and investigating 85 units and business establishments in the fields of industry and trade, traffic and transportation, culture, finding 4 units to commit violations, which are administrative sanctioned 580.3 mill.dongs
b/ People-receiving; settlement of complaints and accusations
In March 2011, 416 turns of residents came to state agencies to have complaints, accusations, questions and suggestions;
In total, there were 656 complaint forms of which 25 were already settled. There were 10 accusation forms of which 2 were already settled
c/ Prevention and fighting of corruption:
Provincial inspectors urge the drawing up of plans for prevention and fighting of corruptions in localities and units
8.2/ National Defense – Security:
National defense and security are stable
III. Evaluation of the first quarter 2011:
In the first quarter, a lot of targets are met pretty well. GDP increased by 13.14% over the same period; added value of the service sector went up 14.5%; eight out of nine key industrial sectors have their production value increased over the same period; the export value rose by 38.2% over the same period; budget revenues went up 32% over the same period. Gaining 26% of the estimate; disbursement of investment capital from the budget gained 22% of the plan
However, some of sectors met difficulties, leading to low results:
The production value of industry – construction sector in the first quarter gained 23.4% of the plan because the vacation for Tet holiday was rather long and the CPI in March 2011 was 5.7% higher than December 2010, both of which affected production and business
Foreign investment attraction was not as high as the same period. The reason is that inflation made investors have to think twice before applying for investment certificates. Besides, during the past time, quite a lot of Japanese investors have came to Dong Nai to find out investment opportunities but unfortunately Japan suffered from earthquakes and tsunami in March, hindering this investment. Importantly, lack of power also had a great influence on investment
Domestic investment attraction met difficulties because inflation made banks limit credit growth rate by below 20 percent and restrict investment lending. Besides, laws stipulates that investment certificates shall not be issued to projects investing in urban areas and real estate so it is impossible to collect full data about domestic investment. Moreover, the land-use planning for 2011-2020 period has not been passed by the National Assembly so the Government and the local authority can not approve the planning, making it impossible to deal with land dossiers in terms of location agreement, land recovery and land allocation.
B. SOME KEY TASKS IN THE SECOND QUARTER 2011:
1. Planning and investment:
The Department of planning and investment is to carry out the following works:
Focus on assessing projects and tendering plans
Survey the implementation of socio-economic plans and capital construction plans in the early 6 months to report to the People’s Council about the adjustment and supplement of these plans at the meeting in mid-2011
Checking FDI projects, investment projects of domestic enterprises to speed up the progress and remove obstacles timely
Department of Planning and Investment led the activities to help enterprises collaborate with related sectors to find out all difficulties enterprises met today in order to have proper solutions on time
Continue checking investment and construction plans in 2011
2. Trade and industry:
Department of Commerce is to carry out the following works:
Collaborate with relevant departments to draw up plans for stabilizing market price of essential goods in 2011
Continue with the projects “develop rural commerce in the area from 2010 to 2015 and towards 2020”
Keep on with collaborating with Dong Nai Power Company to provide power to ensure industrial production, export, essential demands of people and important political events in the area
Promote market supervision over essential articles; fight against counterfeit articles, limitations and illegal articles; strictly deal with such behaviors as speculation, raising the price higher than stipulated; focus on check quality and expiry date of goods circulating in the market.
Facilitate enterprises and business establishments to have people in remote and deep-lying areas to have access to Vietnamese goods in line with the guideline “Vietnamese people use Vietnamese goods”
3. Agriculture:
Department of Agriculture and Rural Development is to carry out the following works:
Collaborate with local authorities and sectors to instruct farmers how to harvest the winter/spring crops and start summer/autumn crops
Check up on irrigation works to ensure the irrigation water supply in the coming dry season
4. Budget revenues and expenditure:
Department of Finance is to carry out the following works:
Develop ways to prevent revenues loss in order to ensure or even surpass the plan
Collaborate with State Treasury to check up on budget revenues and expenditure as stipulated
Check up on investment projects conducted by state-run enterprises in the area so that inefficient and slow projects would be rejected
Promote supervision over procedures of tax collection management
5. Banking activities:
State Bank Dong Nai Branch is to carry out the following works:
Examine credit programs in the area
Examine the illegal exchange purchase; direct commercial banks to ensure exchange supply to import essential commodity that are produced domestically and limit lending to import commodity that are not encouraged to import in accordance with the list stipulated by the Ministry of Commerce
6. Construction activities:
Construction Department is to carry out the following works:
Promote the progress-rate of projects concerned with water supply, water drainage, wastewater treatment, solid waste treatment and planning of urban underground infrastructure
Promote the progress-rate of projects concerned with social housing, especially mobilize people and organizations to build and develop social housing and accommodations for workers in industrial zones, industrial complex
Remove establishments that produce and exploit building materials out of Bien Hoa City to ensure the urban environment; enhance the management of quality of building materials
7. Information and communications:
Department of Information and Communications is to carry out the following works:
Direct and instruct press and media agencies to disseminate guidelines and policies of the Party and the State in accordance with law provisions
Examine and issue license in the field of press, publishing (website license, printing license, for example)
Disseminate fully about such fields as finance, monetary, price, social security policies, supporting-the-poor policies and effects of the adjustment of power and petrol prices so that people can understand deeply
Departments, sectors and people’s committees at districts levels, in Long Khanh Town and Bien Hoa City should take initiatives to provide enough information exactly and timely, publicly and openly to the press, especially hot issues
8. Natural Resources and Environment:
Land management:
Continue measuring and making administrative maps of 6 communes in Trang Bom District; build up cadastral database of 9 communes in distrits of Long Thanh, Thong Nhat and Trang Bom; newly issue and change forest land certificates for 6 communes in Xuan Loc and 5 communes in Tan Phu
Management of Environment:
Disseminate the Water Flooding Day 2011
Collaborate with departments and sectors to examine the collection and treatment of waste in districts, Long Khanh Town and Bien Hoa City; make projects for investment in environment surveying stations in industrial zones whose over 50 percent of the area are already leased; continue urging and examining the construction of concentrated wastewater treatment system in 2 industrial zones of Ong Keo and Thanh Phu; supervise and examine the operation of wastewater treatment systems in industrial zones
Help the Steering Board to carry out the plan to remove pollution causing establishments out of urban and residential areas in Dong Nai
Collaborate with localities in Dong Nai River Valley to conduct the project that are intended to protect the environment in Dong Nai River Valley in accordance with the Prime Minister’s Decision No.187/QD-TTg dated December 3, 2007
9. Science and Technology:
Department of Science and Technology is to carry out the following works:
Work with Ministry of Science and Technology about the establishment of high-tech zone specialized in biotechnology in order to submit to the Prime Minister for approval then
Enhance inspection of measuring, quality, radiation safety, intellectual property and commodity in the province
10. Cultural and social activities:
10.1. Culture, Sports and Tourism:
Department of Culture, Sports and Tourism is to carry out the following works:
Promote cultural, musical, sports activities to serve political tasks; bring cultural activities to the grass roots to serve people, especially those who live in remote and deep-lying areas and who are ethnic minorities
Continue disseminate fully and deeply major resolutions of the Party, respond to the movement “studying and following Ho Chi Minh’s moral example”; well-organize activities to celebrate the success of the 11th National Congress
Promote the preservation of historic and cultural relics attached with tourism development
10.2. Education and Training:
Department of Education and Training g
Organize the second semester examinations for the junior and senior high schools; national math competence examinations via internet
Organize outstanding teaching competition in professional secondary schools
10.3. Health Care:
Department of Public Health is to carry out the following works:
Strengthen the dissemination and mobilization of all people from walks of life to prevent and combat dengue fevel epidemics, restraining them from wide spreading and limiting deaths
Disseminate and raise understanding about anti-food poisoning
Continue with administrative reform in medical check-up and treatment to reduce troubles for people
10.4. Labour, War Invalids and Social Affairs
Department of Labour, War Invalids and Social Affairs is to carry out the following works:
Help 27,000 people to seek jobs
Organize resting trips for 400 people having great contribution to the nations in districts, Long Khanh Town and Bien Hoa Ctiy
Build up safe community model for children in Xuan Loc and Dinh Quan
Organize training for officials who do poor-reduction works in districts, Long Khanh Town and Bien Hoa Ctiy
Collaborate with Departments, sectors and localities to promote the implementation of solutions that are intended to ensure social security in accordance with Resolution No.02/NQ-CP dated January 9, 2011 and Resolution No.11/ NQ-CP dated February 24, 2011 of the Prime Minister
Focus on reducing the poor rate in localities, especially extremely difficult areas
10.5. Internal Affairs:
Department of Internal Affairs is to carry out the following works:
Collect information about the demand for recruitment of civil servants in state-run agencies
Assist the people’s committee and the election committee with the election for National Assembly’s delegates (the 12th term) and People Council’s delegates at all levels in Dong Nai for the 2011-2016 tenure
Collaborate with Centre for Estate and Cadastral Techniques to assess dossiers and administrative boundary maps at all levels in accordance with Resolution No.05/NQ-CP dated February 5, 2010 of the Government about the adjustment of administrative boundary in Long Thanh district to expand administrative boundary in Bien Hoa City
Draw up plans for administrative reform for the 2011-2015 period, plans for examination of administrative reform in 2011
10.6. External Affairs:
Department of External Affairs is to carry out the following works:
Prepare necessary procedures to organize the signing of the Memorandum of Understanding on the friendship cooperation between Dong Nai and Champasak – Laos
Complete the program for foreign activities in 2011 and for the 2011-2015 period
Organize the conference to sum up the Resolution 36 of the Ministry of Politics about Vietnamese people overseas
